SUMMARY
Bering Straits Native Corporation is currently seeking a qualified Payroll Manager to manage the payroll functions for a multi-level organization in a multitude of states. The Payroll Manager will supervise, administer, and perform operations of the Payroll Department involved in the processing of time and earnings records of all employees, resulting in the semi-monthly, biweekly and weekly distribution of payroll checks, including certified payrolls. The Payroll Manager is also responsible for managing various reports and payments for filing/transmittal to unions, insurance carriers, and governmental agencies.
ESSENTIAL DUTIES & RESPONSIBILITIES

Performs duties associated with the overall management and administration of the payroll department.
Drafts payroll policy and procedural materials.
Interprets payroll policies, government regulations, and pertinent provisions of the collective bargaining agreements and wage determinations as they relate to the payroll function for employees, staff, and management; keeps abreast of new developments and changes in payroll related laws.
Acts as liaison with the rest of the accounting department for problem resolution and error correction regarding fund contributions and check-off authorization payments.
Develops, evaluates, recommends, and implements payroll computerized systems and procedural changes for the payroll department.
Supervises activities of the payroll team with responsibility for assisting in selection, training, assigning, reviewing, and scheduling work, and evaluating performance.
Reviews approved employee action forms to determine: names, rates of pay, hour changes, and termination/leave of absence transactions of other employees.
Manages payroll data input sheets, reflecting above transactions, as well as vacations, wage assignments/garnishments, hours and dollars for all employees, and voluntary deductions; investigates questionable entries as necessary.
Acts as a liaison between Operations, HR and other departments by addressing payroll related issues on a timely manner and providing an excellent customer service approach in resolving these issues.
Build strong relationships with Operations and administrative department heads to promote collaboration and communication.
Annually prepares W-2s to be made available to employees.
Prepares and pays monthly, quarterly and annual tax reports and ensures they are received by the appropriate entity on time.
Complies with all local, state and federal payroll laws and regulations.
Provides support for payroll related audit activities including 401K, Workers Compensation, DOL and DCAA
Other duties as assigned.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION
Required (Minimum) Qualifications
Bachelors’ Degree in Finance, Human Resources or related field. 5 years’ relevant payroll leadership experience in a large multi-company organization may be substituted.
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of multi-state payroll laws and general legal requirements for overtime, meal periods, and special pay requirements.
Must be able to work multiple tasks and interact with all levels of our organization.
Ability to use Microsoft Office products and 10-key touch.
Ability to work with and maintain confidential information.
Preferred
Certified Payroll Professional certification

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

Hires and supervises direct reports.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
