Mission Systems Group (MSG) has a contingent opportunity for a Financial Manager supporting the Deputy Chief Technology Office for Mission Capabilities (DCTO(MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).  Primary responsibilities focus on providing assessment and integration of joint warfighting requirements to support the Under Secretary of Defense for Research and Engineering (USD(R&E)) as the technical advisor to the Joint Requirements Oversight Council (JROC). Other responsibilities include support to the Joint Warfighting Concept (JWC) by developing and refining concept-required capabilities (CRC) and mission-level concepts to enable more focused mission-engineering analysis, prototyping, and experimentation activities within OUSD(R&E).The ideal candidate for this position is self-motivated, possesses broad experience performing financial analyses and execution of programs and projects.Essential Job ResponsibilitiesResponsible for performing the following Financial Management tasks related to the execution of the APFIT program:Oversee preparation of financial and budget materials that capture and reflect monthly resources request, obligations, statistics, execution data to support leadership information and status reports.Act as a conduit with OUSD(R&E) and DCTO(MC) Financial Management teams to ensuring APFIT equities are understood and MDJO remains proactive anticipating those senior office’s needs.Provide PPBE support to plan and execute and track the APFIT budget and formulate analytical reports for senior leadership; funding, forecasting, programming, budget information, execution status and funds reconciliation, following the PPBE process, using the requested Financial Management tools and systems;Monitor and report the status of approved, deferred, and released funds; document, monitor, collect, collate, annotate, and promulgate obligation/expenditure rates of committed funds for each of the APFIT Program Elements;Maintain cognizance of various program funds and provide financial information and obligation/expenditure performance graphs for senior leadership review; contribute to the development of program and budget submissions (i.e., Issue Papers, Research, Development, Test and Evaluation Documents (R-DOCs), Procurement Documents (P-DOCS) and Research and Development Descriptive Summaries (R-2s) and POM inputs;Have knowledge of Governmental financial activity systems, including, but not limited to, G- INVOICE, Defense Agencies Initiative (DAI) financial management tools, and the Defense Technical Information Center to enter and maintain budget exhibits; and preparing MIPRS, Sub-Allocations and Inter-Agency Agreement funding documents,Maintain cordial and respectful email and telephonic relations with multiple government and non- government points of contact throughout the DoD, government, academia, and industry.Provide appropriate support to the overall MDJO Directorate once MDJO has its own Program Element to execute.Additional support as required by the MCTO(MC) Financial Management team and authorized by the MDJO Director.Bachelor’s Degree with 10 years experienceExperience performing financial analyses and execution of programs and projectsExperience preparing Military Interdepartmental Purchase Requests (MIPR), sub- allocations, and Inter-Agency Agreement (IAA) funding documentsExperience tracking and managing funding activities of obligations and expendituresExperience monitoring program budget execution and preparing documentation to support the budgetary processExperience identifying/tracing financial discrepancies and coordinating corrective actionExperience providing data updates to financial management tools, as required; maintains cognizance of designated program funds, and provides inputs for recurring monthly budget execution meetings.Excellent written and verbal communications skillsAN ACTIVE TOP SECRET WITH SCI (TS/SCI) IS REQUIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZENLocation of work: Metropolitan Washington, DC area; and other CONUS or OCONUS locations as required.Telework is offered in the Task Orders on approval from COR.#LI-JM1ENSCO has been delivering engineering, science, and advance technology solutions to complex priority programs since 1969.
