Associated Students of the University of Montana (ASUM)
invites applications for an
Budget Analyst III
to work to assist the ASUM Executives, ASUM Senate, ASUM student groups, and ASUM Agencies. Expectations and responsibilities associated with the role are as follows:
Works with a wide range of accounts and their related information.
Assists ASUM agencies and ASUM student groups with budget preparation, analysis of operations, and gathering of information.
Provides recommendations for process changes, and proposes and develops new ideas that improve financial performance and serve students in the best way possible.
Provides oversight and assures accuracy to the annual budgetary process for ASUM student groups and agencies, which have a combined income and related expenses in excess of $3 million.
Responsible for initiating purchasing, procurement, contracted services, and lease negotiations on behalf of ASUM Operations and all ASUM Agencies.
Prepares necessary documentation for bids, major purchases, leases and contracted services in GrizMart.
Tracks, records, and reconcile UM Foundation deposits, withdrawals, and fund balances for multiple ASUM student groups and agencies.
Preparation of appropriate documents for UM Foundation deposits and withdrawals.
Monitors and spots audit accounting and financial records for numerous (more than 100) ASUM-recognized student groups, ASUM Transportation, ASUM Legal Services, ASUM Childcare, ASUM Bear Necessities, KBGA Radio, Montana Kaimin, and ASUM Operations.
Serves as the department liaison for a variety of UM departments, such as Human Resources, Business Services, Budget Office, Facilities Services, Event Services, University Center Administration, Internal Audit, and the Office of the Vice Provost of Campus Life.
Attend weekly ASUM staff meetings.
Acts as an advisor in the capacity of event planning, risk management, problem-solving, and business practices for KBGA College Radio. This includes attending weekly meetings and being available for consultation.
Act as the Departmental Pro Card Administrator; verify and code charges, approve receipts, ensure compliance, and monitor for fraudulent transactions.
Must possess excellent oral and written communication skills.
The employee assigned to this role will act as a Personnel Supervisor for ASUM. These duties include composing and/or assisting in the composition of annual performance review evaluations, career ladders, in-range progression, strategic pay, lump sum bonus options, role descriptions, and termination documents. These also includes organizing search committees, creating timelines for hiring committees, and preparing and submitting hiring documents required by HRS (RAF, interview questions, justifications for interview selection and hiring, reference checks, and final offers to candidates).This employee will maintain departmental rosters for staff, students, and contract professionals; works with the ASUM Office Manager to enter time cards for bi-weekly and student payrolls into GTO and to submit EPAF transactions into Cyberbear. This employee will also provide oversight of all financial records and transactions relating to personnel expenses. They will ensure a diverse, welcoming, and positive work environment.
This position requires incumbent to develop a working knowledge of the State of Montana fiscal policies and procedures and ASUM fiscal policies and procedures, (i.e. purchasing rules, contracted services, cash handling, intra-agency transactions). This individual will develop a knowledge of the best practices commonly associated with Human Resources Management. This incumbent will provide oversight and assure accuracy to the annual budgetary process for ASUM student groups and agencies.
Required Skills
Ability to work with a large and diverse population of college students who change on a yearly basis and to interact in a positive manner.
Ability to be adaptable to change and an annual turnover of student staff.
Extensive knowledge of the principles and practices of accounting (GAAP), budgeting, and financial administration, including balance sheets, trial balance, operating statements, payroll, adjustments, accruals, inventory, depreciation and allowances, and audit practices.
Must perform a variety of detailed accounting activities ensuring a high degree of accuracy.
Knowledge and experience managing large, complex, and diverse budgets.
Knowledge and/or ability to learn advanced skill mastery of Excel, intermediate skills for Microsoft Office software application, UMDW, Banner Finance, GTO, GrizMart, Cyberbear, and U-Approve.
Ability to track data and communicate financial information and procedures in a clear and concise manner to college students and colleagues.
Ability to use basic office equipment (copier, scanner, telephone).
Ability to prepare annual employee evaluations, recruitment forms, interview questions, justification, and hiring documents.
Ability to write job descriptions.
Ability to research and offer solutions for recruitment, hiring, and retention of employees.
Ability to conduct investigations and follow through with disciplinary problems and actions.
Ability to maintain employment records.
Ability to act as a personnel resource for other ASUM employees and managers, assist in accessing professional development opportunities.
Minimum Required Experience
Bachelor’s degree in a business or financial field and/or four (4) years of directly related finance or accounting experience or an equivalent combination of education and experience.
Preferred Qualifications
Experience using Banner Finance, GrizMart, UMDW, GTO.
Proficient in Microsoft Office skills.
Knowledge of EOO hiring practices.
