The Center for Children, Families, and Workforce Development (CCFWD)

invites applications for a

Budget Analyst III

to join their team. This position will provide in-depth professional budget, analytical, and forecast management to the Center’s Executive Director and the Center’s project managers. The Budget Analyst III is responsible for the supervision of part-time administrative support staff. They will also co-supervise students assisting with grant-funded projects. The Budget Analyst III will report all financial matters to the Director and Co-Director to ensure the Center’s operations and successful accomplishment of its mission. They must be able to integrate financial data from multiple sources, including state, college, Center, and federal agencies, and provide analysis for ongoing strategic planning and budgetary compliance while preparing reports and guiding budgetary decisions by the Director.

The Budget Analyst III must maintain productive working relationships and act as a liaison for and represent CCFWD and the Director through interactions with campus administrators, faculty, staff, students, consultants, vendors, and grant sponsors/stakeholders while coordinating with the College of Health, Office of Sponsored Programs, Business Services, and other UM departments and entities with which CCFWD has financial relationships. This position serves as the liaison between CCFWD and OSP for all levels of grant management.

Responsibilities of the position include:

Supervision and coordination of fiscal operations and independent development and management of budgets; including planning, assessing, forecasting, consulting, and reporting for all budgetary accounts.

Manage and oversee an estimated 15 designated and restricted accounts, including monitoring project periods, expenses, requesting budget modifications, movement of unallowable expenses, justification of atypical expenses, maintaining compliance with state, federal, and foundation rules and regulations.

Manage payroll for CCFWD personnel, and oversee payroll administration.

Manage employment, compensation, and labor distribution of 34 employees by submitting and tracking RPTs, EHF, LOA renewals – including communication with HR, Recruitment, Compensation, Business Services, and IT.

Oversee the work of Center administrative staff, including communication, guidance, and tracking of projects/work.

Develop financial reports and provide analysis of budget data to inform budget-driven decision-making and meet established benchmarks

Manage, coordinate, and verify purchasing, facilitate office supplies and other purchases.

Create & submit Grizmart purchasing (vendors/consultants, travel, reimbursements) and reconcile Procard expenses and abatements.

Assist with onboarding/offboarding, coordinate completion of required HR paperwork, create and implement Center policies and procedures.

Perform HR-related calculations, prepare employee salary projections, detect payroll errors on grant accounts, initiate corrections, and develop methods to reduce/alleviate future mistakes. Reconcile monthly expenditures with Human Resources, Business Services, and OSP.

Data entry, review, and monitoring of travel, reimbursement, ProCards, contract vendors, hiring and payroll activities. Effectively interact with Center personnel, ORSP, Business Services, and Human Resources to ensure accuracy and compliance.

Communicate, submit, and track monthly travel reimbursements and expenses. Accurately maintain financial and related records.

Coordinate vendor and consultant set-up; communicate with the procurement office to create and sign contracts, manage invoices, monitor accounts, track spending. Submit annual renewals and/or increase encumbrances.

Review and facilitate completion of monthly time & effort reports.

Review monthly financial statements and account for approved expenditures and revenue balance of multiple budgets with various deadlines.

Develop and maintain financial trackers for CCFWD PI’s and keep grant records for audit purposes.

Assist in budget preparations (pre-award) and work collaboratively with group directors to help meet external compliance standards (post-award). Provide pre-award support (budget, routing, renewals, extensions, the overall process, and consulting to address unique circumstances) for federal, state, and private proposals.

Assist principal investigators in developing pre-award budgets and monitor budget compliance and accounting during the life cycle of the award.

Analyze prior awards, past expenses, data, and manage the budget and spending for SPABA income from all years, sources, and reconciliation.

Coordinate with COH, OSP, Business Services, Office of the VPR, and other campus entities with which CCFWD has financial relationships. Interface with OSP on pre and post-award grant administration matters.

Identify inefficiencies in internal budget and financial monitoring processes and propose creative solutions to improve group performance.

Communicate with officials regarding grant issues such as key personnel reductions/replacements, carry forward requests, reporting issues, prior approval requests, just-in-time information, itemized invoices, requested expense details, etc.

Provide strategic financial planning, analysis of spending trends, and projections for CCFWD Director and PIs for no-cost extension planning, personnel projections, and modifications.

Coordinate with other offices, manage proper grant documentation, request and learn grant-specific content for federal, state, and private funding.

Coordinate with PIs/project leads to develop a Scope of Work or other necessary documents for consultants, vendors, and sub award recipients as needed.

Upon completion of training, the incumbent will have:

Advanced knowledge of accounting and budget management procedures, UM, state, federal and foundational regulations, Title IV-E federal funding requirements and a comprehensive understanding of the state-level challenges in securing funding.

Comprehensive understanding of state and federal IV-E compliance standards for personnel time and effort.

Working knowledge of recent state-level legislative audit findings and opportunities for UM to meet the findings while maximizing federal funding.

Proficiency in developing Excel workbooks to track expenses, and navigating new budgets and contracts with state, federal, and foundational sponsors.

Ability to provide and effectively explain financial reports for federal, state, and private funding to Center Director and PIs.

Ability to navigate, track, and learn multiple UM fiscal and grant software platforms to ensure positive outcomes are delivered on time with minimal error.

Ability to communicate with consultant, vendor, and sub award recipients regarding the UM payment process.

Ability to develop and manage grant-specific invoicing systems in coordination with the federal sponsor, state pass-through agency, and the Office of Sponsored Programs.

Ability to teach others how to use Banner, GrizMart, UMDW, Procurement, U-approve, and e-prop systems.

Ability to lead small teams in troubleshooting problems related to monthly expense reports, accounting problems, and external compliance concerns.

Skill in using UM’s e-prop, GrizMart, Banner, UMDW, Procurement, Payroll, and U-approve systems.

Experience providing professional answers/communication to 34 Center employees, students, and cross-disciplinary staff.

Required Skills

Knowledge of accounting practices and how contractual agreements are developed with state, federal, and foundation funders.

Knowledge of budget preparation, salary, and travel calculations including the application of appropriate F&A rates.

Foundational understanding of the fiscal relationships involved in how contracts and grants are acquired and managed to meet research and training benchmarks.

Strong interpersonal and customer relations skills to exchange technical information. Demonstrates resiliency and adaptability to facilitate team success and growth.

Ability to independently apply budgeting and accounting theory and analytical processes to generate possible solutions to complex budget issues and complicated state and federal budgeting formulas while meeting tight timelines and maintaining a high degree of professionalism.

Ability to acquire new knowledge of the compliance requirements for financial agreements between university, state, federal, and external entities, and seek ways to improve current work and fiscal processes.

Ability to complete mathematical calculations associated with financial record keeping and budgeting.

Fundamental understanding and proficiencies of office software applications.

Highly organized, efficient, excellent communication across all modes of interactions (electronic, phone, in-person), and strong time management skills.

Ability to manage and prioritize multiple complex tasks independently and efficiently to complete work accurately and meet deadlines.

Ability to learn new accounting procedures, software, and electronic reporting platforms functions.

Ability to work effectively with UM internal accounting team members in the College of Health, Office of Research and Sponsored Programs, Business Services, and Human Resources.

Minimum Required Experience

High School diploma and two (2) years of experience or an equivalent combination of education and experience.

Experience and/or foundational understanding and support of the Center’s mission to improve the lives of children, youth, and families in Montana by working with state-level systems of care.

Preferred Qualifications

Bachelor’s degree with preference given to those with financial training and/or training that aligns with the Center’s Mission; such as social work, education, or mental health.

Experience in developing and managing budgets; maintaining accurate financial records; and accounting procedures.
