Introduction
The Senate Budget and Evaluation Office (“SBEO”) is a non-partisan office that provides the Georgia Senate with the independent capacity to develop the annual budget for the State of Georgia and to evaluate the programs comprising the state budget.
Main Purpose Of Job
The Director of the SBEO is responsible for ensuring that SBEO facilitates an informed, policy-driven budget process through the production of an accurate and transparent budget document and policy analysis that is thorough, accurate, objective, timely, and non-partisan.
Essential Duties And Responsibilities
Manage and coordinate the annual budget process for the Senate in a non-partisan manner.
Oversee the preparation of the budget bill in even numbered years consistent with established Senate practices and protocol.
Manage, direct, monitor, and support SBEO staff members, including advising staff members on complex issues, providing guidance and leadership, making hiring decisions, and disciplining staff.
Obtain information and material from all state departments, boards, bureaus, commissions, committees, authorities, and agencies in connection with his or her duties.
Counsel and support the Senate Chairs of the Appropriations and Finance Committees.
Present and explain complex budgetary and financial analyses and make sound recommendations to Senate leadership.
Assist other Senate offices with understanding and complying with the Senate’s operational budget.
Liaison with the Director of the House Budget and Research Office and personnel from the Governor’s Office of Planning and Budget as part of the budget planning process.
Knowledge, Skills and Abilities
Expertise in budgeting, fiscal analysis and financial management, preferably in a government environment.
Strong interpersonal skills.
Extensive knowledge of state finances, budgeting, financial management, intergovernmental financial relationships, and federal-state-local budget structures.
Excellent oral communication skills to effectively explain complex budget and fiscal matters with understandable clarity to a variety of audiences.
Excellent reasoning and analytical skills.
Ability to prepare clear, concise and accurate correspondence, reports, and other written materials.
Mastery of the types of software typically used in the budgeting process.
Strong leadership skills to manage a team of between 5 and 8 subordinates, including a Deputy Director.
Ability during the legislative session to regularly work on weekends and well in excess of 40 hours a week.
Ability respond quickly with analysis of complex issues.
Education and Experience
At least three years of supervisory experience.
Experience managing an office.
Master’s degree in finance, accounting, business, economics, public administration, business administration, public policy, or a related field from an accredited college or university.
Minimum Qualifications
Bachelors degree in a related field from an accredited college or university *and* three (3) years of work related experience.
