invites applications for a
Budget Analyst III
to join their team. This position will oversee and direct the School of Public and Community Health Science’s (SPCHS) financial management, accounting, forecasting, and reporting activities. The Budget Analyst III will be expected to carry out routine duties described herein with a high degree of independence and minimum supervision. The Budget Analyst III must be resourceful and will be required to keep apprised of specific grant and sponsor regulations. This position will assist SPCHS investigators with all financial matters including grant submissions and grant management.
Key duties and responsibilities of position include:
Pre-award budget development and grant proposal assistance for faculty writing grant proposals through the SPCHS (grant applicant).
Learn sponsor requirements as it pertains to budget development for a multitude of grant proposals.
Counsel grant applicants to determine and develop complex multi-year restricted fund budgets that incorporate personnel, operating costs, equipment and tuition waiver costs with ORSP-advised inflationary factors and indirect cost returns.
Provide assistance with budget justification and developing the Cayuse proposal, as well as facilitates the pre-award process in collaboration with the grant applicant and the OSP fund accountant.
Assist grant applicants in grant submissions using sponsor application forms or application software, such as, but not limited to, NIH ASSIST or NSF Fastlane web-based platforms.
Financial workbook development and budget tracking within Excel for several multi-year restricted grants within the SPCHS.
Develop complex financial workbooks and forecast projected costs (salary and known commitments) to track expenditures and allow strategic grant planning.
Create new workbooks in the excel files to project future spending while maintaining inception-to-date financial data.
Maintain data integrity through reconciliations to UM data warehouses (Banner & UMDW) to assure accuracy of expenses.
Update these financial reports on a monthly basis to track spending, identify savings or errors, and determine funds availability.
Route and approve GrizMart purchases for external grants through SPCHS and monitors spending for these grants.
Monitor effort certification on Time and Effort Reports.
Provide payroll charging indexes on a bi-weekly basis to the Program Manager.
Other occasional activities such as reporting on SPCHS SPABA balances, state line budgets, and other financially-related activities to support the SPCHS.
Establish and maintain productive working relationships and act as a liaison for, and positively represent, the SPCHS through effective interaction with the public, campus administrators, faculty, staff and students
Once fully trained, the incumbent will have a great deal of independence (in consultation with grant PIs) in making budget-related decisions for the SPCHS and working knowledge and experience in:
Contribution to campus policies and procedures for pre/post award
Experience with submitting federal grants and contracts, and the associated submission platforms including Cayuse, eRA Commons, and ASSIST

Demonstrated experience and knowledge of University research policies and procedures, as well as ensuring compliance with federal rules and regulations
Participation in professional research administration trainings and conferences such as the National Council of University Research Administrators (NCURA)
Required Skills
Knowledge of standard office practices and procedures: business English, spelling, grammar, punctuation and composition
Strong verbal and written communication skills
Proficient in Microsoft Outlook, PowerPoint, Word and Excel
Fundamental knowledge of acceptable accounting practices
Working knowledge of strategic budget planning and cost projection methods
Ability to learn and decipher sponsor guidelines for grant proposal development and financial management
Ability to monitor grant activity and reconcile accounts
Strong attention to detail and ability to perform financial work with minimal errors
Ability to work efficiently and independently to achieve goals
Strong planning and time management skills; ability to meet deadlines
Adaptability and capacity to meet challenges and learn new skills

Minimum Required Experience
Advanced knowledge and experience with developing and forecasting budgets.
Preferred Qualifications
Degree with an emphasis in Accounting
Experience in pre-award and/or post-award financial grant management
Experience in job-costing or tracking project specific costs
Experience in developing and maintaining excel workbooks to track actual costs and expense projections to budget
Payroll experience in a public or private setting
Demonstrated knowledge of budget management practices and procedures
Ability to work independently in a team environment with minimal supervision
Strong interpersonal, communication, organizational, and critical thinking skills
Knowledge of University policies and procedures related to travel, contracted services, and purchasing
Ability to work well with diverse groups of people
