Our client needs a strategic thought partner
who will play a key role in providing financial leadership and decision-making analysis for all operational, financial, and strategic business matters relating to enterprise-wide capital investment programs. Reporting to the CFO, you will be a key leadership team
member
and trusted advisor
to the executive management team and cross-functional senior leaders. Your focus will be on longer-term strategic issues and opportunities.
what you will do
Business and Financial Operational Financial Leadership
Lead and manage the capital finance funding strategies while developing comprehensive financial forecast analysis evaluating and recommending optimal accountable application strategies to support the capital investment and asset management decision of the general fund lines of business.
Administer grants, manage ongoing post-issuance compliance requirements for all outstanding debt obligations, and provide treasury services, including cash flow management and investment portfolio oversight.
Research and interpret the Internal Revenue tax code to facilitate the issuance of tax-exempt and taxable debt instruments.
Analyze cash flows to optimize fixed-income investment decisions for an $800 million short-duration investment portfolio.
Develop and monitor financial policies, procedures, and guidelines.
Collaboration and People Leadership:
Partner with the CFO and management to set the organization's strategic direction and financial targets/metrics and recommend cost-effective funding solutions, ensuring deep analytics are performed to make and guide data-driven decisions.
Lead two direct reports in capital finance and treasury and grants management managers, providing leadership and direction to ensure efficient operation of finance and investment management functions.
Collaborate to ensure the department provides timely and accurate financial analysis to internal business line partners and external stakeholders.
Oversee activities and initiatives that support employee learning and growth.
Provide leadership for innovative and complex enterprise-wide finance initiatives and operational issues critical to internal business partners.
Set clear goals and priorities to motivate staff to drive for results with a focus on delivering creative, thoughtful, financial, and operational solutions to internal stakeholders to proactively assess the changing technology environment and recommend strategies to improve treasury operations.
Prepare and present clear, concise capital allocation and investment management reports and recommendations covering broad complex business issues presenting to entities including all business lines executives Commission and task forces rating agencies, investors, and external financial partners.
Requirements
what you need to have
Professional and Educational Credentials
10 - 12 years financial management with experience in a senior level capacity
Extensive experience gained through education and financial management, with deep technical understanding of debt issuance (both tax-exempt and taxable), grant management, cash flow management and financial forecasting.
Proven expertise in securities investments, including knowledge of asset types and classifications, evaluation techniques, calculation methods, and an in-depth understanding of rates of return. Demonstrated ability to apply this knowledge to make informed investment decisions.
GAAP and enterprise resource planning and financial systems knowledge (JDE, Longview, Tableau and/or Power BI)
Income investment portfolio management experience is a plus.
Bachelors degree in finance, business, accounting, or related field.
MBA, and/or Public administration are preferred.
