Job Description:

Purpose

The prime purpose of the Finance Manager is to protect, maximize and enhance value of the business/assets across Oman. Provide strategic leadership to the country/assets to deliver value through business partnership by ensuring sound and effective finance governance and discipline in every aspect of the asset lifecycle. As a member of the Leadership Team, the position supports the Vice President in formulating and communicating the country’s strategy and provides leadership in all financial matters.

Accountabilities

Country/Asset Leadership


Formulate and deliver country/asset long term business plan as well as short team operating plan
Provide leadership on business principles and ensure compliance to all relevant requirements
Appraise business performance and enable continuous business improvements across all levels of the asset with a focus on value creation
Influence key external stakeholders (partners, government and relevant authorities) so Shell’s interests are maintained, for example, within joint venture operations or with regulatory authorities
Provide expert advice to a range of stakeholders in order to support effective business decision-making, calling on appropriate technical experts when required
Manage all financial issues, including financial and management reporting, business planning, financial services, tax/audit/legislative issues, and establish the ventures as a benchmark of financial performance in Shell
Maintain the robust framework of internal control, ensuring policies and procedures are in place, compliance is reviewed and mitigate risk to safeguard the company’s business in Oman


Finance Functional Leadership


Implement and embed sound and effective finance control framework and corporate governance across the business
Deliver efficient end to end finance processes to support business transactions and decision making
Maintain the robust framework of internal control, ensuring policies and procedures are in place, compliance is reviewed, and risk is mitigated to safeguard the company’s business
Develop finance resources to meet business needs and create an environment for finance staff to excel
Lead the finance team during a period of significant change with focus on development of people, staff engagement and performance


Value Management


Develop value framework to drive and embed finance discipline in all levels of assets
Provide insights on Joint Venture (JV) value drivers and operationalize them in daily business activities
Bring finance and value perspective into business/commercial negotiations
Embed cost mindset in the business through cost drivers analysis, unit cost reporting and benchmarking
Support Contracting and Procurement (CP) in driving effective contract management to deliver efficient work execution by contractors


Joint Venture


Develop appropriate connections with JV counterparties
Represent Shell, together with business leaders, in various committees set up under Joint Operating Agreements to promote and protect Shell’s interest
Manage JV audits to ensure compliance and minimize disputes
Lead negotiation on disputes settlements
Exercise Shell’s audit rights on non-operated ventures/facilities


External Representation


Develop appropriate connections with the relevant government agencies and other external bodies to represent Shell in governance, finance and fiscal matters

Requirements:


Being the Country Finance Manager, the successful candidate is expected to provide some level of oversight to the integrated business in the country.
Finance professional with 20 years or more experience with progressively increasing scope and leadership, accounting qualifications and/or MBA.
Extensive experience in the oil and gas business, with an ability to get full insight into all major aspects of the business
Experience with join ventures and project development will be an added advantage.
Broad experience in finance including finance control framework, business partnering, planning & appraisal, value management, financial reporting and applying contract management framework.
Strong personal and functional leadership, with outstanding communication, influencing and coaching skills to drive the right mindset and behaviors in own team and others
Commercial acumen and strong business partnering focus
Challenges the Business/Function to think through strategic issues and value opportunities
Demonstrates the courage to influence and co-lead the business by bringing analytics and insights to the table, speaking up about risks and creating focus on value
