Reports To: City Manager
GENERAL RESPONSIBILITIES Applies principles of accounting to analyze financial information and prepare financial reports by performing the following duties.
Duties include, but not limited to, the following:

Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, and documenting business transactions.
·
Analyze financial information detailing assets, liabilities, and capital, and prepares balance sheet, profit and loss statements, and other reports to summarize current and projected City financial position.
·
Audits contracts, orders, and vouchers and prepares reports to substantiate individual transactions prior to settlements.
·
Establishes, modifies, documents, and coordinates implementation of accounting and accounting control procedures.
·
Devises and implements system for general accounting.
·
Oversees Accounts Payable, Payroll, Utility Billing & Cash Collections and is involved in the city’s investing practices
SUPERVISORY RESPONSIBILITIES
Manages subordinate supervisors who supervise employees in the Utility Department, and the Accounts Payable Department. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, selecting, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
·
Bachelor's of Business Administration with major in accounting degree from a four-year college or university; and three to five years related experience and/or training; or equivalent combination of education and experience.
·
Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
·
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
·
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
·
To perform this job successfully, an individual should have knowledge of Accounting software; Database software; Design software; Development software; Internet software; Inventory software; Payroll systems; Project Management software; Spreadsheet software and Word Processing software.
