The Finance Manager (FM) Operated Ventures Oman is an line of business (LoB) Finance Lead role covering the complete spectrum of Finance activities across Oman Shell Operated Ventures and Shell Development Oman (SDO) that acts as an operator and/or provides services related to Oman Shell operated and non-operated activities.
There is a strong connection primarily with Integrated Gas, Renewables and Energy Solutions (IGR&ES), but also Upstream, Exploration and Production &Technology finance organizations as well as Contracting & Procurement. The scope is delivered through a natural working team including Oman Shell Finance, IGR&ES Finance, Finance Centres of Expertise, and Finance Operations resources.
Oman Shell is a large & complex organization covering key non-operated legacy positions (existing cash engine) and promising (operated & non-operated) growth opportunities across the Sultanate of Oman. Operated Ventures scope is predominantly covering Growth Opportunities including:
Oman Gas - Appraisal and Development ofOman Gas project resources , currently under the Interim Upstream Agreement (IUA) with the Concession Agreement, Joint Operating Agreement and a Gas Sales Agreement expected to be signed in Q4-21 with operatorship moving to Shell thereafter.
Oman Gas downstream monetization is being worked in order to build an integrated value chain towards concept select.
Blocks 42 & 55: Oil exploration licenses.
Further growth in R&ES space.
The purpose of the Finance Manager Operated Ventures is to protect and enhance financial performance of the Oman Operated Ventures.
As a key member of the Operated Ventures Leadership Team, the position supports the Operated Ventures Project Manager/Business Opportunity Manager (BOM) in delivering the Operated Ventures agenda and provides leadership on all financial matters.
What's the role
Set the direction for Finance in the Oman Operated Ventures, to support the achievement of strategic objectives which maximize shareholder and partner value and ensure that the business is commercially secure.
Engage with Group Finance Management, Finance Centers of Expertise and Finance Operations (FO) to ensure alignment on all key matters within Operated Ventures scope.
Lead preparation of asset financial forecasts and plans. Ensure integrity of the asset planning & target setting processes, taking the lead in the development of credible business plans and budgets for Operated Ventures.
Deliver financial and operational performance appraisal for Operated Ventures, focusing on cost, cash, production enhancement and project delivery (acting as VLT sponsor for the Oman Operated Ventures Performance Management Framework). Continue to help enhance the performance by driving cost leadership and value management.
Deliver Operator’s finance agenda in line with the Operated Joint Ventures governance, including WP&B process and approvals, Joint Interest billing and cash calling, related performance reporting and other reporting obligations required by the Concession agreement, Joint Operating agreement and the wider contractual framework.
Delivers finance agenda related to SDO’s role as a Gas Sales agreement sales representative and will manage all financial matters related to execution and financial controls of the Gas Sales agreement.
Ensures maximal cost recovery and manages finance processes and partners’ JOA and cost recovery audits towards such outcome.
Ensures delivery of external reporting requirements in respect to the Shell entities in the Operated Ventures scope, including statutory accounts and tax filing obligations.,
Maintain a robust framework of internal control, ensuring policies and procedures are in place, compliance is reviewed and risk is mitigated to safeguard the company’s business. Act as Finance sponsor for overall Ventures LT ecosystem of governance meetings incl Business Assurance Committee to ensure ‘management in control’. Maintain strong E&C control framework in context of Oman Operated Ventures, acting as one of E&C focal points within Ventures LT.
Key role in Reserves assurance work, incl Standardized Measure of Oil & Gas approver for Operated Ventures.
Play an active role in Contract & Procurement (CP) support to the Oman Operated organization. Provide finance support in the Operated Ventures C&P decisions, support Oman Shell Supply Chain Council (SCC) and play a formal role in the JV Contract/Tender Boards (as Operator’s Finance Manager). Build strong relationships with CP to ensure financial, commercial and E&C advice is included in Contracting strategies, Contracts management and into CP operations.
Build effective relationships with key external stakeholders (JV partners, PDO, Government of the Sultanate of Oman (GoSO), key contractors and relevant authorities) in order to maintain & protect Operated Ventures’ interests.
Lead Finance Committees of Operated Ventures and play an active finance lead role in other JV governance bodies (OPCOM, TECHOM, JMC) as required. Participate in commercial optimization of the business including portfolio management.
Further develop the Oman Operated Ventures Finance Natural Working Team, incl Finance Operations and Finance Centres of Expertise. Ensure clarity of agenda, targets, roles and responsibilities within the team. Drive effective ways of working, continuous improvement and an environment that supports staff development and work life balance.

What we need from you
• Minimum Bachelor degree in relevant discipline with a minimum of 12 years experience
• Commercial acumen and strong business partnering focus.
• Challenges the Business/Function to think through strategic issues and value opportunities.
• Demonstrates the courage to influence and co-lead the business by bringing analytics and insights to the table, speaking up about risks and creating focus on value.
• Strong integrator and initiator of cross-Business/Function and/or external collaborative efforts with bottom line focus.
• Proven experience of leading Joint Venture finance, preferably including exposure to EPSA and cost recovery processes.
• Proven experience of managing finance for operated entities covering a broad portfolio including development projects and operations.
• Prior front-line leadership or leading virtual teams, and driving strong performance management, is essential.
• Proven experience of leading high performing, business facing teams is preferable.
• Proven demonstration of change management behaviours: e.g. building relationships, influencing course of action, flexible thinking, yielding creative solutions, commercial mindset, self-starter, courageous.
• Excellent Upstream, IGR&ES business/finance understanding with strong analytical and problem-solving skills.
• Prior experience of leading risk and assurance management; CP exposure preferable.
• Professional qualification (ACCA, CIMA, EMFC) or equivalent.
