The Finance Manager (FM) Gas Ventures Oman is responsible for overseeing and directing all financial, accounting, and governance activities in support of Shell’s gas interests in the country. This includes operatorship and a majority-shareholding in the Block 10 gas concession, operatorship of a gas exploration license in Block 11, and a 30% non-operated shareholding in Oman LNG. Shell is also pursuing opportunities along the gas value chain including development of a Blue Hydrogen and Ammonia project which can be supported by gas volumes in Oman, including from Block 10 and 11.
The position interacts will several departments and teams including Operations, Projects, Commercial, Procurement, Engineering, Technical, and Legal, as well as ongoing communication with Shell’s global Integrated Gas division and central support teams based primarily in Europe. The FM Gas Ventures Oman is based in Muscat with the support of a small local Finance team and directs a larger network of Finance staff located outside of Oman (e.g., Controlling & Accounting, Financial Planning & Analysis, Tax, and Treasury & Cash Management support out of Malaysia, The Philippines, India, and Poland; Structured Finance and Mergers & Acquisitions centralised support out of Europe and Dubai). The role also requires regular third-party interactions with venture partners, external auditors, and suppliers. The successful candidate is expected to be proactive, collaborative, and effective in navigating the complex matrix organisational structure in Shell to deliver results for the business.
Gas Ventures Finance is part of a wider Finance team which supports Shell’s other business interests in Oman. This includes a non-operated shareholding in Petroleum Development Oman, two oil exploration licenses in Block 42 and Block 55, a behind-the-meter solar facility in Sohar, a publicly listed downstream Marketing company, and multiple new business development opportunities in various stages of maturity.
What's the role?
The main purpose of the FM Gas Ventures role is to safeguard and grow business value for Shell’s gas interests in Oman. There is a particular focus on process excellence, value delivery, business performance, risk management, and governance & assurance. The FM Gas Ventures is a key member of the multi-disciplinary Ventures Leadership Team, and provides direction, coordination, support, and independent challenge on business and financial matters. As the position is one of the more senior roles in all of Oman Shell, the successful candidate will also update and advise the Country Chair and Country Leadership Team on various aspects impacting our business. The FM Gas Ventures is expected to embody and champion the organisational values of Honesty, Integrity, and Respect, and be a visible role model of quality team leadership, strong ethics, and inclusive behavior.
Certain key responsibilities for FM Gas Ventures position:
As a member of the Ventures Leadership Team, provide direction and guidance to the venture teams to support in delivering on its strategic objectives and commitments.
Set the work agenda and establish clear roles & responsibilities for Gas Ventures Finance and the Finance support teams. This includes agreeing the annual goals and performance targets and developing an engaged and high-performing team.
Ensure delivery of all finance-related activities across the teams including joint venture accounting, hydrocarbon management, fixed asset accounting, materials management, planning & budgeting, financial planning & analysis, statutory reporting, financial controls execution, tax filings, commercial contract management, and business performance management.
Promote sound governance and assurance through coordination and/or participation in internal and third-party audits. Ensure compliance to the obligations under the different commercial agreements and in line with regulatory requirements. Support the execution of financial and business controls, and lead process effectiveness reviews where required.
Lead the development of credible business plans and targets. For the operated assets and exploration blocks this includes preparation of the annual Work Programme & Budget (WP&B) and associated approval processes working with government and partners.
Appraise the financial and operational performance of the businesses with a focus on value & cash generation, production performance, cost management, projects & commercial opportunity delivery.
Input into supply chain management activities including review of third-party contracting strategies and awards and participate in the JV Contract/Tender Boards where Shell is operator. Also represent Finance in post-award contract management to realise full value from third-party agreements.
Support the annual Reserves submissions, including approval of the Standardized Measure of Oil & Gas (SMOG) disclosure.
Build effective relationships with key external stakeholders, including venture partners, government ministries, and third-party suppliers.
Lead the finance committee(s) for the operated assets and play an active role in other JV governance bodies as required.
Serve as Commercial Finance lead for certain new business development opportunities by integrating all Finance input in areas such as commercial and corporate structuring, financing, tax, risk management, governance, and third-party negotiations.
What we need from you
Minimum Bachelor’s degree or equivalent with at least of 15 years of experience in finance, accounting, and/or business management activities.
Demonstrated ability as a finance leader, with the courage and capacity to effectively influence and co-develop business direction with an emphasis on value creation and risk management.
Front-line leadership experience and comfort working in multi-disciplinary teams and diverse cultural settings.
Willingness to promote and support Oman Shell’s leadership focus areas including individual staff development, fostering a psychologically safe environment that is also diverse & inclusive, ethical leadership, and growing the local talent pipeline and rate of Omanisation.
Proven experience working around joint ventures, with deep familiarity of the processes and agreements that are typical to the oil & gas industry (e.g., operating agreements, production sharing contracts, venture accounting, cost recovery, audits, governance committees, etc).
Strong commercial acumen, including experience in maturing projects, managing opportunity risks, valuation & evaluating project economics, interacting with third parties and involvement in negotiations, and coordination of typical finance & funding aspects of deals.
