Duties
Manages the administrative control of funds for ONRR, including continuous preprogramming, re-evaluation of resources, realignments, reapportionment, and ensures compliance with funds controls regulations.
Oversees, reviews and edits the compilation of all of ONRR's budget documents as they pertain to payroll costs and other expenses. Independently collects, prepares and analyzes a variety of different budget-related data.
Prepares Budget Execution status reports, outlay data, carryover estimates, ad-hoc and recurring reports for the Department and ONRR senior managers on operating plan allocations, usage rates, FTE consumption, and payroll and non-payroll expenses.
Ensures ONRR's current fiscal year budget is executed in accordance with appropriation authority and program dollar allocations, FTE allocations, etc.
Conducts periodic reviews to assess current and potential budget priorities and the status of expenditures against pre-established funding targets and makes recommendations for budget changes.
Monitors the use and usage rate of budgeted funds through continuing dialogue with program managers and their staff. Reviews written documents and examines related accounting budget reports and records.
Independently prepares and maintains various reports and documents which track program expenditures based on program activities and develops sufficient projections of budget requirements.

Qualifications
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to 1) program and budget planning, development, analysis, and execution within pertinent guidelines and regulations governing the acquisitions and use of Federals funds; 2) preparing reports, briefing documents, and/or issue papers in order to develop, recommend, and implement budgetary policies for the accomplishment of the agency mission; 3) assembling, analyzing, and documenting budget requests and briefing management on the proposed budget requests in order to testify before the Department, OMB, and Congress; 4) evaluating budgetary and financial relationships with workloads of organizational components to determine whether funds are being obligated and expended in accordance with goals and objectives of the Program; 5) utilizing financial systems to analyze large amounts of narrative and statistical material and make appropriate recommendations for actions regarding budget estimates, obligations, costs projections, etc., and to determine impacts of such recommendations on current and long-range budgets; 6) Skill in quantitative analysis and articulating financial ideas and concepts both orally and in writing; 7) Thorough knowledge of accrual and cash-based accounting, fiscal and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards.
