Job Description:
Shell Polymers, also known locally as the Pennsylvania Chemical Project, will be a world-scale petrochemical facility located in Western Pennsylvania which utilizes locally-produced ethane to produce polyethylene. These polyethylene pellets will be shipped from the site to customers who will produce everyday items like containers, piping and food packaging. The petrochemical site will consist of a world-scale Ethane Cracker Unit (ECU), multiple polyethylene (PE) units, PE logistics and supporting OSBL (utilities, general facilities, storage, and hydrocarbon logistics). The project is now in the Execute phase. As construction of the site progresses, the asset Finance team is growing to support Commissioning and Start-Up activities and prepare for full operation.
The site is located in Potter Township, Pennsylvania, roughly 30 miles northeast of Pittsburgh.
What's the role -
The Finance Advisor (FA) role is responsible to partner with the site to deliver on operational and financial commitments. The FA is responsible for providing quality commercial acumen and value improvement insights to help deliver bottom line performance.
The FA will provide all the main finance activities to support the technology, supply chain, and other functional support teams at the site. It encompasses financial analysis, evaluating commercial opportunities, and providing financial advice to the asset team. Together with the team in Chennai, this role will participate in planning and budgeting, management reporting, and forecasting.
The FA will be responsible to ensure compliance with the intent of the Hydrocarbon Measurement and Accounting requirements as described in the Perform Hydrocarbon and Energy Accounting (PHEA) asset management system work process. This role will support the Technology department and the PHEA focal on Hydrocarbon Mass Balance (HMB) improvement initiatives and will apply site knowledge and operational understanding to support business teams. The FA will work closely with finance teams in Manila and the Technology department on operational readiness activities and sustainability of the work process during site start-up and stabilization of operations.
The FA will collaborate with the Supply Chain team on Commercial Contracting opportunities to ensure that financial risks are integrated into the full value and risk discussion supporting the business decision making for the opportunity involved.
This role will work closely with the Finance Project and Technology team on establishing and implementing financial controls and work processes as defined in the Project to Asset (P2A) plan. The delivery of the P2A plan will also involve collaboration with Center of Excellence and Finance Operations.
This project is fast-paced and priorities change, so the key to success in this role will be the ability to develop and maintain relationships, while providing an appropriate balance between support & challenge.
The asset Finance team will be part of the broader Pennsylvania Chemicals Finance Team which will include finance support for the project and commercial teams. The team will work as one integrated unit and there will be opportunities to work on different parts of the project.
Finance in the Business position to support the asset team in Commissioning and Start-up (CSU) activities and full operations of a multibillion dollar greenfield project.
Work on various opportunities across multiple activities; the work performed will change over time and be prioritized based on value and risk and professional development.
Work with the business or functional lines as the voice of Finance on specific transactions / Project to Asset workstreams.
Business and Financial Controls:
Implement fit for purpose risk-based financial and business control framework
Define and establish financial authorities in line with RDS MoA
Ensure proper control framework when developing the RtP process for the operation phase
Transfer any project open risk items / actions and Business Control Incident actions and allocate them to new asset owners
Hydrocarbon Mass Balance / Accounting / System Processes:
Advance level knowledge on global financial work processes and ability to work through multiple interfaces between the business and Finance Operations in Manila and Chennai (e.g., new hydrocarbon and non-hydrocarbon materials, RtP process, inter-group billing interfaces, invoice process / issue resolution)
Collaborate with PHEA focal on the various IT systems that contribute to HMB and the various processes and roles which are required to successfully account for HMB and drive competitive performance
Actively work with various stakeholders in the business and finance on operational readiness activities and sustainability of the work process during start-up and steady-state operation phase
Liaison with finance teams in Manila on complex HMB accounting implications resulting from business issues and decisions
Lead health checks on various roles and processes for HMB
Adopt adequate controls into ERP/HMB system interfaces
Planning, Target Setting, & Budgeting:
Accountable for facilitating the planning and budgeting process for respective business area
Strong understanding of the business drivers while balancing value and risk
Performance Management and Appraisal:
Ensure performance management and appraisal processes are in place for respective business area
Design and map system functionality, cost structure, and closing and reporting requirements to transition into operation phase
Support the asset team to embed a competitive cost-focused organization
Commercial Contracting Management:
Provide finance, value & risk assessment and commercial input throughout the contracting process
Input and challenge to contract board submissions
Ensure new contracts for operation phase are appropriately established
Skills and Requirements
What we need from you -
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
At least 5 years experience in Financial planning and analysis (FP&A) or audit.
Degree in Accounting, Finance or Business Administration. MBA preferred
Certified Management Accountant is an advantage
Position requires excellent virtual communication and influencing skills.
Must be able to work through ambiguous financial process scenarios for a commissioning and start-up facility.
Advance level knowledge on Hydrocarbon Mass Balance process for a manufacturing chemical facility.
Advance understanding of the business and manner in which operational processes and performance impact the site’s hydrocarbon mass balance and financial statements.
Strong HMB systems and ERP experience (i.e., GSAP P31/P94, PI Vision, Bourque)
Must also be able to prioritize workload and assist team members when needed to ensure that key internal and external requirements are met often with short timelines
Able to establish and maintain effective relations both within Finance and business teams
Ability to communicate to and influence non-Finance staff
Advocate standardization and support implementation of best practices
Excellent critical thinking, problem-solving and analytical skills required.
Ability to work and deliver under pressure
Strong business partnering experience
Exhibits commercial curiosity to fully understand and explore value opportunities
Experience participating in cross-functional initiatives or projects while continuing to manage current workload
Demonstrated ability to communicate effectively with all levels throughout the organization

Note: the Site is on a 9/80 schedule; however, candidate must appreciate extra support may be required during CSU. In addition, the role can be managed from a virtual location in the United States, but will require frequent travel to the manufacturing facility.
