Job Description:

Where you fit in

In this role, the main focus will be Germany as a country and Other countries within the DACH cluster. You will be reporting directly to the Regional Project Lead and you will manage quality communication with the relevant project stakeholders, such as internal Business interfaces as well as with the relevant Joint Ventures Partners and Public Authorities.

The Project Portfolio Manager will lead the execution of the project portfolio in the DACH cluster by overseeing assigned engineering service providers, from the project initiation stage to commissioning, through the dedicated projects tasks forces. Your main focus will be all the Terminals in the DACH clusters and any new opportunity in the Trading & Supply space

What’s the role

Your primary role as a Project Portfolio Manager is to manage the execution of the key projects in Germany, from the project initiation stage to commissioning, through the dedicated projects tasks forces. Your overall responsibility is to establish the project scope, ensure appropriate project management, appointing qualified and experienced consultants and contractors in co-ordination with the relevant Lead Facility Engineer, and to ensure the projects will be delivered on time, on cost, with the due operability and safely.

Your further responsibilities include:


Select and appoint the required qualified and experienced resources for the execution of the projects, leveraging outsourcing opportunities, to ensure the projects will be delivered on time, on cost, with the due operability and safely.

Assess, evaluate, and effectively take account of the project complexity aspects which include:
Uncertainty in project objectives and methods
Number, diversity, geographical spread and interdependency of elements (e.g. multidisciplinary or single disciplinary technical content, technology, number and variety of interfaces between project and other organizational entities).
Stakeholders involved in the project
Business environment using integrated approaches (e.g. the TECOP (Technical, Economical, Commercial, Organizational & Political) methodology).

Prepare, implement, manage, and close out detailed design (in-house or contract).
Understand and manage the discipline detailed designs activities (incl. deliverables definition, work processes, decision making, design tools/methods, Technical Authorities, design reviews, constructability reviews, operability reviews, etc).
Understand and manage the HSSE aspects such as Hazard Identifications and Hazard and Operability assessments
Ensure compliance with project specifications.


Your further accountabilities will include:

Project Initiation:


Develop the scope of the project through the various project stakeholders.
Develop and implement a Project Execution Plan to deliver the goal and strategies of the project.
Identify and appoint a suitable Engineering Consultant that will be responsible for developing the various Design Engineering Packages required.
Specify all the relevant Shell and Industry standards that design, and construction of the terminal must comply to.
Develop all the relevant engineering packages that is required for the commercial bidding and construction stages.
Identify all the relevant permits that will be required for the construction and commissioning of the terminal.


Project Execution


Manage the execution of the project to ensure that the terminal is constructed without any HSSE incidents, with budget and schedule. This shall include:
Manage the engineering Service consultant to carry out and deliver the design engineering packages, tender documents, technical specifications and all other deliverable expected from the consultant.
Develop, implement, and execute strategy for the commercial aspects of the project, including, vendor identification and qualification, tender preparation, invitation to bid, technical and commercial evaluation and award.
Manage the overall process for the appointment of contractors for the various construction packages.
Prepare all relevant project execution procedures, specification and documentation that will be required to manage the project and report progress.
Ensure that the projects’ execution is managed on time, on cost, with the due operability and safely.
Prepare and implement appropriate budget and cost procedures and frequently report the status of budgets and cost of the project to all stakeholders.
Prepare and implement progress reports to track the progress of the overall project.
Develop and implement a project quality and test plan and ensure, the construction works at the terminals are done in accordance with this plan.
Manage all the technical clarifications raised by the contracted through the Project Management Consultant.


Commissioning and Handover


Support in preparing a commission procedure and checklist for the terminal to ensure all aspects of the construction is completed and ready for commissioning.
Support in preparing and execute and handover procedure, including relevant training for the operational team, documents, and manuals.


What we need from you

We’re keen to hear from individuals with Master Degree in Engineering or equivalent work experience. Alongside this, we’d hope to see as many of the following on your CV:


External accreditation for Project Management.
Strong project management and managerial skills.
Strong engagement skills with the ability to deal with a variety of issues at a fast pace.
Ability to manage local and regional stakeholders, contractors, and service providers.
Proven track record of delivering projects on time.
Portfolio management experience (at least 5 years)
Excellent knowledge of the inter-disciplinary engineering fundamentals as applied to Terminals and Depots.
Excellent communication skills across all levels of the organization.
Management of engineering and construction contracts
Knowledge of Construction Safety requirements
Cost and schedule control
Must be willing to travel within Germany and Austria
Experience in project engineering or oil industry
Knowledge of LNG and H2 truck loading facilities (preferred)
Strong engagement skills and team management
The successful candidate will need to work virtually, across cultures and geographically boundaries within the Region.
