The
Rural Institute for Inclusive Communities (RIIC)
invites applications for a
Budget Analyst III
to join their team. This position works with Principal Investigators (PIs) and Project Directors (PDs) across all Rural Institute for Inclusive Communities (RIIC) to manage externally-sponsored accounts. RIIC is funded through multiple grants and contracts flowing through the UM Office of Sponsored Programs (OSP), UM Foundation, and UM Business Services. The person assigned to this position works closely with PIs to ensure that grant applications, budget monitoring, and business operations run smoothly. Duties cross four areas including grant and contract pre-award support, grant and contract post-award support, budget and financial oversight, and human resources and personnel oversight.
Pre and Post Award Support
Reviews funding agency application requirements; Funding Opportunity Announcements (FOAs), Request for Proposals (RFPs), etc.
Advises Pls of application requirements including any departures from standard proposal guidelines
Develops multi-year project budgets in accordance with funding agency and University guidelines
Advises PIs on the development of grant/contract budgets
Serves as liaison between OSP and RIIC and secures OSP approvals
Completes grant application fiscal and compliance forms; compiles, converts, and submits grants
Maintains files of grant submissions, IRB, and compliance information; and tracks various funding sources and accounting requirements
Tracks and analyzes the budget status of awarded grants/contracts
Projects cash flow respective to project targets and budgets
Identifies needs and proposals for budget revisions that comply with funding agency, UM, and project requirements
Ensures budgets and accounting procedures align with funding sources
Creates or edits and organizes budget-related correspondence
Provides oversight of contracts and subcontract management
Generates, tracks, and authorizes payment of Contracted Services agreements and coordinates the process with the University purchasing department
Monitors and coordinates consortium agreements with ORSP’s sub-recipient analyst; tracks the status of consortium agreements
Provides complex fiscal analysis for RIIC to develop and monitor budgets and contracts
Provides accurate financial reports and analyses, including forecasting for planning and decision-making purposes
Implements personnel cost transfers and OPAS forms for budget revisions or line item changes
Works with fund accountants at OSP to comply with Office of Management and Budgeting (OMB) regulations.
Oversees and trains Pls on human subject payments and accounting procedures.
Budget, Financial, and Personnel Oversight
Independently represents the budgetary interests of RIIC and UM when working with a wide variety of organizations and people
Develops the RIIC SPABA (indirect discretionary funding) budget and accounting procedures with the help of the leadership team.
Provide monthly budgetary analyses for several multi-year restricted grants within RIIC, including developing complex financial workbooks and forecast project costs to track expenditures, allow strategic grant planning, identify savings or errors, and determine funds availability
Streamlines business office procedures to better address financial and business service needs
Serves as a liaison with Human Resources
Oversees recruitment, hiring paperwork, training, and termination processes for employees
Advises management on employment rules and regulations
Provides training to over 60 RIIC staff on internal and University business services protocols including accounting for human subjects, travel procedures, payroll procedures, time and effort reporting, hiring procedures, and grants budgeting.
Upon completion of training, the incumbent will have working knowledge/ability to:
Contribute to campus policies and procedures for pre/post award
Submit federal grants and contracts, and the associated submission platforms including Cayuse, eRA Commons, and ASSIST
Participate in professional research administration trainings and conferences such as the National Council of University Research Administrators (NCURA)

Demonstrated experience and knowledge of University research policies and procedures, as well as ensuring compliance with federal rules and regulations.
Required Skills
Knowledge of standard office practices and procedures
Proficient in Microsoft Outlook, PowerPoint, Word, and Excel
Excellent planning and organizational skills with attention to detail and a consistently high level of accuracy in a busy environment
Advanced knowledge of financial planning and forecasting, reconciliation, budgeting, and the principles and practices of accounting, including Generally Accepted Accounting Principles (GAAP)
Excellent communication skills (including both oral and written communications)
Strong ability to work independently as well as collaboratively, cooperatively, and respectfully with a multitude of colleagues and teams
Ability to monitor grant activity and reconcile accounts
Ability to maintain confidentiality
Adaptability and capacity to meet challenges and learn new skills
Ability to handle stress, multiple tasks, and shifting priorities with professionalism using a problem-solving approach.
Ability to use computer and monitor for prolonged periods of time.
Minimum Required Experience
High School diploma and two (2) years of experience or an equivalent combination of education and experience.
Preferred Qualifications
Bachelor's degree in accounting, public administration, or closely related field and three (3) years of related work experience including grants management and accounting, or an equivalent combination of related education and work experience
Experience using University of Montana financial systems, including Banner, UM Data Warehouse, GrizMart, U-Approve, and InfoGriz
Knowledge of funding agency requirements and University of Montana policies pertaining to grant-funded activities.
Knowledge of University policies/procedures governing grants submission and management; including experience using Cayse, eRA Commons and ASSIST
Knowledge of disability issues as they relate to the rural environment
Ability to recommend and implement internal policies related to grants development and management.
