General Description of Position:
Under the direction of the Executive Director of Sponsored Programs & Grants Compliance, the Director of Grants Compliance is responsible for statewide monitoring and compliance for all grants and contracts awarded to the College. Pre-award functions, include budget review, proposal review, and proposal submission. Post-award responsibilities include focused examinations of the relevant documentation and financial systems surrounding a grant program, fiscal and programmatic monitoring, grant deliverables and objectives, and ensuring compliance with College and grantor policies.
Major Responsibilities:
Ensure all grants are in compliance with College policies and procedures related to grants management and sponsored programs, including updates to the College's Financial Management Manual and Banner Research module training guide.
Implement systems and processes necessary to ensure compliance with all grantor requirements, including fiscal management, fiscal and programmatic reporting, and record retention.
Executes grant compliance monitoring, financial analysis, and compliance meetings with project directors and campus finance designees on an as needed basis.
Provides pre-award review of upcoming proposal submissions, and post-award review of awarded grants and contracts, including review of budgets, budget justifications, and performance metrics for compliance and feasibility with grantor and College policies.
Reviews grant awards and contracts from granting agencies.
Conduct an annual risk assessment on all active Sponsored Programs and follow with annual desk reviews.
Seek opportunities to continually improve the risk assessment and desk review process.
Become a Subject Matter Expert (SME) on Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Assist the Executive Director of Sponsored Programs & Grants Compliance with the execution of the annual conflict of interest process.
Assist with grants compliance training materials and resources for project directors, campus grants finance designees, Executive Directors of Administration/Finance, and others.

All responsibilities will be conducted within the parameters of the Family Educational Rights and Privacy Act (FERPA), other applicable regulatory requirements, and professional standards.

Minimum Qualifications:
Bachelor’s degree in Business Administration, Finance, Accounting, or a related field required.
Three or more years of experience in accounting, grants and/or budgeting is required.
Ability to work effectively with internal and external constituents of program administration is necessary.
Excellent communication (verbal & written), planning, problem-solving, organizational, project management, and customer service.
Ability to interpret sponsor guidelines and regulations, including a detailed understanding of Uniform Guidance (2 CFR § 200).
The ability to analyze, interpret, and implement College policy and procedures.
Must consistently exercise independent judgement and discretion in matters of significance.
Must demonstrate ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees and which every individual feels respected and valued.
