Job Description:

The Midstream Finance Manager is responsible, as part of the asset leadership team, for the set-up, development, and commercialization the Integrated Gas Projects in Oman.. This position will be part of an integrated finance organization that will support Shell’s diverse, material and strategic footprint in Oman.

Accountabilities:


Set up all financial interfaces and process with the government, including but not limited to financial reporting, billing, cash management, statutory reporting
Support and lead where appropriate the governance structures associated with the project including operating committees and relevant sub committees as established by the operating agreements.
Single point accountability for all financial matters of maturing project through Select, Define and Execute phases, providing constructive challenge of key business decisions to maximize value for the project.
Active member of the Leadership Team, representing financial aspects and ensuring value agenda and risk mitigation as part of discussion.
Develop and deliver high quality finance functional and commercial support and challenge to business decision making (including first line support on strategy, contracting, capital investment risk/economic review, Tax, Treasury and finance process matters).
Provide commercially insightful analysis and appraisal of financial results using a combination of internal/external metrics and benchmarks.
Finance leadership in achieving cost competitiveness through activities such as waste/cost reduction opportunity identification and realization, cost transparency and cost management.
Coordinate funding requests such as Proposal to Commit to Projects (PCP)/Group Investment Proposal (GIP ) to secure funding. Provide for transparency on value and risks associated with incremental investment and funding decisions.
Ensure project has a financially sound strategy, with objectives, milestones, and all stakeholders are aligned and focused to achieve the associated results.
Lead in finance delivery to maximize opportunities for contracting and procurement strategy development and contractor management. Work opportunities within and across assets and businesses to unlock new commercial value streams.
Actively monitor risks and opportunities with the business to develop appropriate measures to mitigate risks and capture opportunities that drive delivery of the strategic intent and objectives of the project.
Policy, Procedure & Assurance - Ensure compliance with accounting policies (GFAP / GAAP / IFRS), contracts (Joint Operating Agreements / Production Handling Agreements / commercial), and delegation of authorities. Due Diligence and Business Assurance Processes.
Central point accountability for Management Information reporting, short term (latest estimate) and longer-term (OP) business planning and performance reporting.
Ensure the accounting infrastructure is properly designed and maintained to satisfy statutory and management reporting requirements and facilitate proper cost recovery.
Participate in development of strategy and execution of major contracts and ensure fit for purpose and aligned with business objectives.
Provide functional leadership and Staff Development, Leadership and Mentoring.
Actively demonstrate support for HSE/Sustainable Development (SD) in the financial team.

Requirements:

Skills & Requirements :


20 years or more Business Finance experience with progressively increasing scope and leadership including in an operated environment
Finance in Projects experience with demonstrated Mastery on content, particularly in cost controls and contracting
Excellent communication and influencing skills.
Able to lead finance input and participate directly in commercial negotiations for various contracts involving upstream, midstream and downstream value drivers
Strong economic and financial modelling with decision quality and challenge; Structured Finance with ability to value complex contracts and financial instruments
Experience with setting up new ventures and maturing prospects through decision gates
Good understanding of broader business and HSE challenges.
Ability to work on a virtual team basis.
