In this role, the selected applicant will have the opportunity to manage all phases of budgetary planning, programming, analysis, execution, reporting, and review of prior, current, and future year forecast of budgets in conjunction to maintaining metrics for each business units performance against budget.Responsibilities include:Financial Reporting, revenue recognition, billed, Collections, Unbilled Analysis for the Business area.Working hand and hand with Division Management on all financial matters in regards to setup, billing, and duties as assigned.Providing advisory on alternative methods of financial management planning to ensure funding is compliant with government internal control regulations and is defensible to government oversight.Performing and preparing on an annual basis a three-year forward pricing rate (FPRA) agreement and monitoring actual results and forecasting rates on a continuous basis. Performing budget formulation work involving preparation of detailed analyses and estimates of multi-year format for all organization business units.Budgeting execution support to include processing of budget actions, accounting system reconciliation, and recommendations for issue resolution, analysis, review and assessment of budget execution performance.Preparing financial status charts and providing advisory on budgetary actions in support of program status reviews to business unit stakeholders to enable them to make informed budgetary decisions.Performing detailed account trend analysis and prepare documentation, for distribution of results to various stakeholders.Identifying and evaluating budget trends for management consideration and proactively planning and developing strategies for the preparation, presentation, to senior executive and board members when requested. Analyzing budget spend rates and advising the business unit management of anomalies and formulate recommendations for corrective action plans.Formulating various communications and documentation for review by the government oversight organization (DCAA) on annual basis. SUPPORTING TIME-CARD AUDITS Planning and participating in the evaluation and production of budget justification material in support of the organization's budget ensuring consistency with the organizations various missions. Bachelor's degree in Finance, Accounting, or Business Administration, or equivalent relevant work experience Minimum 7 years of total work experience, with 5 years' of relevant experience in a Financial Management, program analysis, Forward Pricing Rate Agreement generation and budget analysis support.Ability to work with and collaborate with operational management in the course of performing and analyzing actual results.4 years of federal government or government contracting experience 3 years of Deltek Costpoint and Cloud experienceExperience in Planning, Programming, Budgeting and Execution System (TM1).Knowledge and familiarity with the principles, concepts and practices of budgeting and financial regulations, policies and procedures within the Federal Government Contracting Environment. (Practical Knowledge of FAR; Part 31 (Unallowable Costs) Master ability to apply analytic, diagnostic and qualitative techniques sufficient to identify, evaluation and recommend solutions to resolve complex interrelated program and budgetary problems and issues.Proven ability to proactively develop corporate solutions when facing component level resource challenges.Ability to translate comprehensive financial data into executive level communication material - written, oral and presentation - with demonstrated ability to conduct independent research, filter and synthesize data and produce clear, logical and concise products for various levels of executive management.Ability to organize and manage the execution of the annual budget plan.Understanding of the Economy Act and the management of transferring funding to other government agencies.Well versed using Microsoft Office 2013 products: Word, Excel, PowerPoint, Outlook and SharePoint.
