About the Position:
Capital Programs and Facilities Management is committed to planning, developing, and maintaining a safe, sustainable, and high quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University's facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We are seeking an exceptional individual to join our Financial Operations team as the Finance Manager. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.
The Finance Manager is an integral part of the Capital Programs and Facilities Management (CPFM) organization, overseeing and providing leadership for budget and financial services. Primary responsibilities include managing the financial reporting and data analysis, budgeting and forecasting, overseeing annual operating budget and expenditures, overseeing Capital Outlay Project budget and expenditures, overseeing cost recovery activities, and providing leadership to a team of staff. The Finance Manager is a flexible and adaptable leader and helps guide the department through financial and budgetary actions and decisions. The Finance Manager has the financial knowledge and experience required to perform the duties of the position and provide recommendations and support to CPFM senior leadership. The Finance Manger has excellent communication and is able to provide leadership to a team of people. The Finance Manager must be detail oriented, organized and has the ability to filter information as appropriate for various groups. Other duties as assigned.
Essential Qualifications
Bachelor's degree from an accredited four-year college or university in finance, accounting, business, or related field from an accredited college or university and a minimum of 7-years experience overseeing and managing financial operations, budgeting, records and reporting. Experience managing a diverse staff to achieve objectives. Fluency in computer applications and a broad range of technology to complete work requirements. Experience in utilizing computerized financial systems and spreadsheet applications. Excellent interpersonal skills, communication and presentation skills. Positive management style. Ability to apply best practices and to build successful teams.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Preferred Qualifications
Experience working in a University or similar institutional environment. Knowledge of Facilities Management operations. Experience in CSU/CSUF Budgeting, Finance, Accounting and Administrative processes and procedures, including: University Facilities and Capital Projects Administration, CSU/CSUF Systems/applications (CMS, PeopleSoft, Facilities Work Order System), CSU/CSUF account structure, CSU Allocation Orders, CSU/CSUF Budget Process and related deadlines, CSU Union agreements and their impact on operations and budget, CSU/CSUF Accounting procedures and processes, including month-end and year-end closing, Bond Funding and Allocations related to the campus Capital Outlay Projects, and Compliance (State, CSU, CSUF).
