Job Description: Job Title: Assistant Finance Director Department: Finance Salary: $70,000.00/Negotiable DOQ/DOE Status: Exempt Reports To: Finance Director
GENERAL RESPONSIBILITIES
Under the direct supervision of the Finance Director, applies principles of accounting to analyze financial information and prepare financial reports by performing the following duties: Duties include, but not limited to, the following:

Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting business transaction.
·
Analyze financial information detailing assets, liabilities, and capital, and prepares balance sheet, profit and loss statement, and other reports to summarize current and projected city financial position.
·
Audits contracts, orders, and vouchers and prepares reports to substantiate individual transactions prior to settlements.
·
Establishes, modifies, documents and coordinates implementation of accounting and accounting control procedures.
·
Devises and implements system for general accounting.
·
Shall oversee the daily activities of the Utility Billing Department which includes Cash Collections and the accounting of the Water/Waste Water/Solid Waste Funds. The Assistant Finance Director shall oversee the Projects approved for these funds. Updated 2/11/2016

Shall over see Cashiers in the Utility Billing Department and ensures excellent customer service is given to all internal and external customers.

Shall verify accuracy of monthly Utility billing (3 billing cycles).
·
Shall verify accuracy of data processing for accounting information.
·
Shall prepare monthly journal entries for the Propriety Funds.
·
Shall reconcile monthly financial statements.
·
Shall assist in determining, understanding, enforcing and complying with the terms of all projectrelated contracts.
·
Shall assist in maintaining project cost accounting records, updating Project costs and advising on low cost containment actions and Project required cash flow.
·
Shall record the progress of the Project. Shall produce all project progress reports required and shall assemble and submit all Project closeout documents for each component of the Project.
·
Shall participate in the initial meetings, monthly status meetings and other meetings with Contractor(s) NADBANK, BECC, and other funding agencies, and shall assist with coordination of the meetings.
·
Shall assist in the management, administration, and implementation of all billings, invoicing of payments and funds management required in compliance with NADB approvals and reviews.
·
Shall review daily reports prepared by the project inspector, conduct site visits, and attend monthly status meetings with the funding agencies, Contractor, and the Design Engineer(s), and review budgets.

Shall assist in the budget and audit process.

EDUCATION and/or EXPERIENCE

Must have a Bachelor's Degree in Accounting from an accredited four-year college or university
·
Master’s Degree preferred
·
Municipality experience preferred
·
INCODE experience preferred
·
CPA preferred.
·
This applicant must be able to have the experience to perform as the Acting Finance Director in the absence of the appointed Finance Director at any given time. Language Skills Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Mathematical Skills Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Reasoning Ability Ability to define problems, collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Computer Skills To perform this job successfully, an individual should have knowledge of Accounting software; Database software; Design software; Development software; Internet software; Inventory software; Manufacturing software; Payroll systems; Project Management software; Spreadsheet software and Word Processing software.
