About the Financial Services Office
The Financial Services Office is a full-service financial department located within the General Assembly’s nonpartisan Administrative Division. The Financial Services Supervisor manages and performs accounting, accounts payable, accounts receivable, cash depositing and related finance and business services. The position oversees the assigned programs and functions as part of the Financial Services management team. Work involves public contact, independent analytical program responsibilities, problem resolution with programs supervised, and continuous development and refinement of internal practices and procedures. This position encompasses a variety of duties with rigorous demands on time schedules and priority setting. The Financial Services Supervisor is responsible for training the specialists assigned to the functional areas and supervising their work.
General Description
The North Carolina General Assembly, the State Legislative Branch, is seeking an experienced accountant with demonstrated experience in leadership and management with proven accounting skills to serve as the Financial Services Supervisor in the accounting section of the Financial Services Office.
Example of Duties
Manages and supervises the General Accounting section, which includes accounts payable, accounts receivable, cash management and fixed assets.
Assists the Controller by providing technical guidance of general and capital fund accounting and in preparing a variety of related records, reports and analyses.
Reviews monthly supply inventories.
Assists with year-end Comprehensive Annual Financial Report (CAFR) process.
Prepares month-end reconciliation and close-out.
Assists the Controller in developing fiscal policy; works closely with the Controller and other offices in the General Assembly in policy development, policy and procedure enhancement, and related communications with directors and employees on a variety of general accounting issues.
Assists in answering technical questions from the Controller, Division Directors, Legislative Services Officer, and House and Senate leadership regarding general accounting and related fiscal services issues and the needs of the General Assembly.
Works with the systems analyst/programmer as needed in the modification or enhancement of the applicable computer systems.
Performs other duties as required and directed.
Minimum Qualifications
Required Education and Experience
Bachelor’s degree with a major in business administration, accounting, finance or related area and two years of experience in work related to the specialized area assigned; or,
Associate degree with a major in business administration, accounting or related field with four or more years of experience at the advanced level of payroll and accounting work; or,
A high school graduate with four or more years of extensive experience in general accounting functions; or,
An equivalent combination of education and experience.
Knowledge, Skills and Abilities/
Competencies
Working knowledge of N.C. General Statutes and state financial practices and procedures of governmental accounting.
Thorough knowledge of general statutes, laws, policies and procedures governing N.C. General Assembly accounting and other fiscal program practices and procedures as they apply to area assigned.
Ability to develop and maintain accurate accounting systems for the N.C. General Assembly, including the ability to evaluate, formulate and install accounting methods, procedures, forms and records and to recommend enhancements.
Ability to analyze financial data, reports, statements and records and make thoughtful decisions based on technical knowledge and experience; ability to exercise good judgment in making decisions.
Ability to supervise employees and provide leadership on team projects assignments.
Ability to work with considerable independence in performing complex accounting and related financial management work with limited or general instructions.
General knowledge of the principles and practices of State budgeting, accounting, and related financial systems.
Effective verbal and written communication skills.
Ability to work extended schedules as needed to meet accounting deadlines for the NC General Assembly.
Ability to maintain composure and work cooperatively under pressure with Legislators, legislative staff, and the public.
Special consideration will be given to Accountants who possess a Certified Public Accountant (CPA) designation and both of the following:
Familiarity with the North Carolina Financial System (NCFS).
Extensive knowledge of the North Carolina Accounting System (NCAS).
