Head of AML Financial Intelligence Unit (FIU)
Key Responsibilities:
Manage a team responsible for the firm’s transaction AML surveillance efforts. This includes, but is not limited to, the following:
Monitor staffing capacity and facilitate triaging of activity review based on skill sets, subject matter expertise, level of complexity to the activity, etc.
Monitor Key Performance/Risk Indicators for effective control-execution (
g.,
set aging parameters to identify approaching deadlines and mitigate against overdue activities)
Develop and maintain comprehensive work-paper standards and templates for the effective and consistent documentation of activity reviews and disposition conclusions.
Ensure the firm’s AML transaction monitoring efforts meet regulatory requirements/expectations; as well as the firm’s policies and procedures; including:

Maintain a process for tracking emerging trends in red-flags/typologies related to proceeds of crime and money-movements stemming from prohibited trading activities, or potential market abuses/manipulation relevant to IB’s customer base and service offerings
Collaborate with regional and global stakeholders to ensure effective escalation and feedback-loop processes between converging areas of financial crimes risk and business operations (
g.,
Trade Surveillance, Cashiering, Client Assets)
Assist the firm’s Head of AML in responding to regulatory, exchange or law enforcement inquiries by serving as the primary Point-of-Contact for correspondence with external bodies such as law enforcement, the regulators, tax authorities, court orders, etc.
Ensure that any alerted transactions identified are reviewed and dispositioned; conclusions for clearing or escalating the activity are well documented; oversee the preparation and submission of suspicious activity reports resulting from comprehensive investigations; and,
Contribute to the completion of the AML Compliance Risk Assessment; maintain a process for tracking identified issues, identify new reports and tools where appropriate, and corrective action measures pertaining to the transaction monitoring control environment
Keep up to date with changes to regulations and other relevant areas of law that would impact the transaction monitoring control environment by developing a professional network with AML Officers across other regions and jurisdictions in order to facilitate ongoing communication with individuals who perform a similar role in other jurisdictions to leverage ‘best practices.'
Serve as an advisor to other areas of the business to provide subject matter expertise, where required, on new initiatives, products and services as well as other matters as it relates to the risk assessment process, ensuring staff understand their accountability for compliance with all AML policies and procedures
Contribute to management reporting and the MI Dashboard by tracking data points that reflect the current and ongoing financial crime risks and escalating emerging risks that fall outside of the firm’s risk appetite statement to senior management. This will include managing typologies and emerging financial crime risks that require further analysis and potentially additional controls, which will then be recorded within the Controls Framework
Support the MLRO with additional program management responsibilities such as collating management reporting, developing training content, and generally management the development of AML Analysts
Qualifications and Experience:
Bachelor’s degree in law, business, finance, or accounting preferred; or Certified Anti-Money Laundering Specialist (CAMS) or similar ICA Diploma
At least 5 years’ experience in AML compliance, preferably at a large broker or other financial institution with a European customer base, or with law enforcement agency, or an EU regulator; experience with domestic and international transaction/money-movement activities is an advantage
Demonstrable track record of independently leading complex investigations, managing an efficient case management framework (including policies, procedures, work-paper documentation templates/standards, job aids, Quality Assurance, monitoring against aging, and setting Key Performance/Risk Indicators for control-execution)
Good knowledge of local regulations and European Directives in connection with monitoring for financial crimes, requirements for conducting comprehensive investigations, and filing reports with law enforcement and regulators
Strong analytical skills, able to manipulate data, produce MI, and prepare reports; experience using SQL (or similar) to query databases relevant for building MI is an advantage
Proven experience providing effective oral and written communication to Senior Leadership and regulators
Ability to identify issues and develop risk-based solutions that satisfy relevant regulations while executing sound business judgement
Experience of supervising and managing a large team, of varying levels of experience and subject matter expertise; experience developing transaction-monitoring related training is an advantage
