Job Description:

Purpose:

The Country Economic Lead (CEL) role requires to build and lead a high performing economics team in providing economics support for the full range of Oman existing and new business (Integrated Gas Projects) and the delivery of the yearly Shell Development Oman (SDO) and partners’ Operating/Business Plan and Annual Review of Petroleum Resources (ARPR).

The role also includes acting as the Integrated GTL Economics Lead and integrator within the Integrated Gas Projects team to ensure quality economics delivery as required for all Shell internal economics and external agreements.

The CEL reports directly into the GM Commercial Oman with a dotted functional line to the Regional Economics Lead MENA.

Key Accountabilities & Responsibilities:


Accountable for delivery of robust, high quality, fit for purpose and timely economics evaluation, Technical Assuranceeeconomic assurance and decision support advice for all SDO business activities including all economics support for the complex Integrated Gasprojects.
Accountable for delivery of economics input for ARPR, Hydro Carbon Maturation (HCM) submissions, Proposals to Commence Negotiations (PCN), Shell Group Investment Proposals (GIP) and other reporting requirements following Shell best economics modelling practice, documentation and assurance in full compliance with Shell’s Resource Control framework.
Accountable for ensuring all economic models and evaluations are assured ahead of major decision points, following Shell global guidelines.
Accountable for delivering economic input into decision documents (Proposal to Commence Negotiations/Group Investment Proposals) and for obtaining functional sign-off of the inputs (data/story book).
Accountable for delivery of hands-on economics support in providing a high quality, critical, and independent assessment of the economic robustness of complex integrated gas investment decisions and commercial deals.


General:


Responsible for establishing and building strong collaborative economic/commercial relationships with stakeholders and venture partners.
Responsible for quantifying economic/commercial risks.
Member of Oman Commercial Leadership Team, supporting various wider economics/commercial team initiatives and deliverables.
Responsible for the development of local economics/commercial community and talent.

Key Experiences and Qualifications:


Demonstrated passion for delivering high quality economics support. As a guidance, applicants would be expected to have deep prior economics experience, be previously exposed to integrated gas valuations and should bring demonstrable experience in working with Assurance teams. Prior Economics Technical Assurance accreditation and in-depth experience in SMF modelling (or equivalent) and understanding of the needs of deep valuation assurance is required.
Demonstrated leadership potential, direct line supervision or prior coaching experience. Ideal candidates will have worked previously in an Economics Senior lead or Subject Matter Expert position.
Mastery in Upstream economics modeling, analysis and presentation. Excellence in Microsoft Excel (Shell spreadsheet modeling best practice, Economic Work Bench and SMF). Skill in Risk and Uncertainty quantification techniques and Value of Information assessment.
Proven ability to analyze complex technical and commercial issues, and develop and articulate clear conclusions and recommendations, interacting effectively with a wide range of stakeholders.
Candidates needs to bring hands on experience of Integrated Gas Asset/NBD economics, strong experience of Gas to Liquids/Liquified Natural Gas economics and have worked on both Tax Royalty and Production Sharing Contracts contracts.
(Ideally) significant experience in Business Planning and Reserves Reporting processes.
Prior experience supporting / delivering commercial deals and negotiations will be an advantage.
Degree / Masters in commerce/finance/economics or technical discipline with strong economic content (previous in-role experience).
Excellent communications skills (verbal and written).
