Credit Division Head (Loan Manager)

POSITION SUMMARY: Manages the Tribal Credit Department that serves the Tribal Membership with mortgages, consumer and business loans. Ensures that all activities and interactions with the Tribal Membership is held to the highest levels of professionalism and customer service. Takes the leading role in the development of all credit programs related to mortgages, consumer and business loans. Reports periodically and as necessary on the status of the program utilizing reports or direct meetings with Tribal Council.
ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Formulates, creates, and administers through written and oral communication the credit policies and procedures for all related programs with the shared vision of Tribal Council. 2. Coach, develop and build the capability of the Management Information Systems team in line with the Tribe’s policies and procedures while delivering business results. 3. Promote and support the overall health, safety, and work environment through leading by example and providing motivation and direction on a consistent basis. 4. Maintains current knowledge of all applicable Tribal Laws as they related to credit programs in mortgages, consumer, and business loans. 5. Participates with other Tribal entities to include but not limited to the Tribal Housing Department and the Tribal Lands Division to ensure that all facets of the mortgage loan process with the Tribal Member is coordinated in an efficient manner. Consumer and business loans might require coordination with other Tribal departments 6. Develops, implements, and schedules a financial literacy program for the Tribal Membership to educate the Members on all credit related needs. 7. Manages the activities and/or operations of loan production to include mortgages, consumer and business loans, loan servicing, loan document preparation and processing, pre closing/closing tasks (mortgages) and loan monitoring. 8. Responsible for approving loans to the Tribal Membership that meet preset criteria for approval as determined by Tribal Council. 9. Interacts effectively with the Tribal Credit Committee by providing accurate data regarding loans to the 10. Committee for final determination of approval or denial in those cases where the loan process does not result in an approval or denial as it relates to the preset criteria. 11. Responsible for the hiring, coaching, developing, and supervising of all Tribal Credit employees which includes performance reviews, terminations, discipline and salary considerations. 12. Assists in the preparation and issuance of externally or internally required reports (i.e. Annual Audit, Tribal Annual Report, monthly reports, etc.) 13. Evaluates Tribal Credit policies and procedures at least annually, recommending to the CFO revisions as appropriate. 14. Responds to requests from the Chief Financial Officer in a timely manner. 15. Develops, administers, and monitors Tribal Loan Administration office’s budget. 16. Ensures the confidentiality of all Tribal Loan related information. 17. Participates in a positive, supportive, and team-oriented environment. 18. Performs other related duties and assignments as requested by the Chief Financial Officer.
QUALIFICATIONS: Must have a BA/BS in Finance, Business, Accounting, or a closely related field and 5 years of experience managing a loan program is required OR 10 years of experience in customer service, loan administration, collections or sales environment and 5 years managing a loan program. Must have 3 years of experience as a supervisor. Must have computer experience and advanced knowledge in Microsoft Word and Excel. Must have a valid Driver’s License for state of residency and be insurable under the Tribal vehicle insurance policy. Must pass a thorough criminal history background check and pre-employment drug test.
PREFERRED QUALIFICATIONS: MBA; with Finance concentration. Working knowledge of PeopleSoft modules.
LANGUAGE SKILLS: Ability to communicate clearly and accurately, orally and in written format. Ability to prepare reports, and present facts and information clearly and concisely.
REASONING ABILITY: Ability to analyze issues, define problems, collects data and draw well-reasoned conclusions. Ability to establish and maintain effective working relationships with Tribal Officials, Tribal staff, subordinate staff, managers, and the public. Ability to work independently, with a minimum of supervision and make decisions in a timely manner. Ability to maintain strict confidentiality, including the ability to recognize situations in which confidentiality is required. Must possess strong critical thinking skills, and organization skills. Ability to utilize appropriate financial ratios and metrics related to the credit evaluation and financial operations of the Tribal Credit Program.
PHYSICAL REQUIREMENTS: Position requires periods of standing, walking, bending, and long periods of sitting. Lifting a minimum of 10 pounds may be required. Work requires the use of computers with exposure to video display terminals, the need to work in front of a computer terminal for extended periods of time and some repetitive motion associated with data entry and the use of a computer mouse. Adequate hearing is required to hear/talk with all individuals, and to use telephones on a consistent basis.
WORK ENVIRONMENT: Work is performed in an office setting with some exposure to environmental stress. The noise level in the work environment is quiet to moderate. Communication with Tribal supervisors, Tribal employees, and the public on a frequent basis, including telephone as well as face-to-face interaction. Some travel may be involved.
