Purpose of the job
The Shell Bolivia Finance team is responsible for supporting all processes related to Operating assets, Exploration activities and non-Operated ventures.
The Finance function is responsible for ensuring compliance with Group standards (accounting, Control framework, Governance, risk & assurance) as well as all controllership activities.
The purpose of this role, as a deputy of the controller is to ensure that finance activities for accounting, controlling and reporting activities in Bolivia fully comply with group and local statutory requirements at legal entity level. This role is designed to ensure that Shell reputation is protected in all aspects of financial governance and the control framework is robust and operational excellence standards are maintained always in respect of the financial processes for all Businesses in the country. This role requires an individual from the accounting profession who has excellent technical knowledge, experience and strong influencing and communication skills to engage with local BMT on financial performance, accounting and financial reporting issues.
The Deputy Controller needs to give special focus to ensure that the legal entity reacts in proactive manner to changes in legislation, particularly in the area of tax. Similarly, where issues arise in finance processes, Deputy Controller needs to ensure necessary actions are taken by rightful activity owners to address it. This required heavy collaboration with Finance Operations (FO) teams around the globe.
The Deputy Controller will deliver special projects in the areas of for example cost management, working capital management and business improvements in conjunction with the rest of the team.
Job Description
A seasoned Finance professional to lead the core financial and accounting processes:
Statutory Accounts and management of annual external audit
Ensure integrity and accuracy of the financial processes leading to correct Financial Statement
Local support to Treasury matters
Ensure resolution of issues arising at interfaces of various finance processes and functions
Actively support the monitoring of the finance control framework and risk matrix. Identify key financial risks for the entity and confirm they are mitigated and of not, implement new controls where needed.
Maintain a clean and transparent balance sheet, drawing attention to improvement opportunities
Group Accounting Policy and Compliance of the legal entity in the Country.
Supervision and monitoring Period End timetable and closing activities performed in Finance Operations and act as Integrator between local finance team on key period end issue resolutions.
Provide expert advice on any changes in legislation affecting the statutory accounting of the Country.
Subject matter expert/ focal point to provide front-line accounting policy, governance and controls advice. Resolves accounting issues and coordinates timely and consistent application of accounting policies and standards in country.
Country focal for rolling out and maintenance of Financial Control Manual.
Maintain an oversight over the accounting/financial control environment by keeping an overview of accounting and financial control issues/ problems arising from financial closing and business operations.
This role will lead a small team of 3 contractors who will support the day to day and month close process. The person needs to be a team player.
Effective multi-tasking and prioritization skills are crucial to this position.
Position maintains a critical focus on timeliness and quality of deliverables and ongoing process continuous improvement.

Requirements:
Degree in Finance, Accounting or Economics; with solid controlling and accounting experience
Fluency in both English and Spanish are a must;
8-10 years of professional work experience;
3-5 years of experience in a Team lead role
Experience in the Hydrocarbon industry in Bolivia is preferred;
Experience operating in large international companies (matrix organizations) is a pre.
Experience in SAP.
Risk management experience is desired.
Excellent analytical and communication (written/spoken) skills.
Ability to work under pressure and to meet deadlines.
Good interpersonal skills.

Dimensions:
Deputy Controller role is at the heart of a Connected Finance team. Deputy Controller need to play a strong integrator role between the businesses (supported by FiB) finance processes (mostly executed within FO SBSCs in Krakow, Chennai and Manila) and specific finance/tax requirements of local legislation.
This position is key in ensuring timely, accurate and reliable financial reporting and compliance with statutory requirements within a robust financial control framework locally and Group accounting as well. This role will support country controller, Finance Manager and will be the focal point to advice and support local needs regarding accounting treatments and controls.
