Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of six divisions: the Division of Administration; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; and Environmental Quality. Community & Behavioral Health promotes population health and health equity by developing, implementing, and evaluating sustainable, evidence-based public health policies, interventions, and systems. The Division conducts multiple types of health-related assessments; creates, implements and evaluates the City's Community Health Improvement Plan (CHIP); and develops policies and initiatives aimed at improving the health of Denver residents while advancing equity at all levels. The Denver Office of HIV Resources (DOHR) resides within the Division of Community Health and administers Ryan White CARE Act funds. DOHR provides funding in various service categories to provide a comprehensive continuum of care for people living with HIV/AIDS. The Community & Behavioral Health Division is hiring a Senior Program Evaluator. This position will work closely with the Tobacco Administrator, Tobacco Program Supervisor and broader tobacco team to develop a comprehensive evaluation plan that addresses the goals and strategies listed below. Goal # 1: Prevent Initiation Among Youth and Young Adults- Prevent tobacco use initiation and encourage cessation among youth and young adults through promoting tobacco-free social norms.
Goal # 2: Eliminate Exposure to Secondhand Smoke- Eliminate secondhand smoke exposure by enacting comprehensive smoke-free policies.
Goal # 3: Promote Quitting Among Adults and Youth- Increase access to and uptake of evidence-based tobacco treatment services through the use of culturally appropriate strategies applied within varied community care settings.
Goal # 4: Identify and Eliminate Tobacco-Related Disparities Among Population Groups- Engage in activities focused on achieving equity and reducing tobacco-related health disparities.
Job duties and responsibilities of this position include, but are not limited to, the following: Design and lead the evaluation of the Tobacco Prevention and Control Programming with the goal of cultivating continuous learning/improvement and telling the story of Tobacco Prevention and Control in the **MEMBERS ONLY**SIGN UP NOW***.
Provide technical support to the Tobacco Team on evaluation planning, data collection protocol, data collection tools, design, and diverse analytical methods
Research existing evidence-based practice within the fields of Community and Behavioral Health, prevention, community partnerships, evaluation, and implementation. Work with the Tobacco Team to support development of theories of change, logic models and incorporating emerging or existing best-practices.
Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE's responsibilities outlined in the City's Emergency Operations Plan. This may require being 'on-call' from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.

About You
Our ideal candidate will have: Demonstrated experience designing and managing mixed methods evaluation, including strong experience designing and implementing surveys, in-depth interviews, focus groups, participatory methods, and participant observation.
In-depth knowledge of qualitative analysis, inferential statistical methods, and analytical tools such as Power BI, SPSS and ArcGIS.
Proven experience facilitating and supporting the implementation of an evaluation plan. Experience utilizing and developing needs assessments, environmental scans, rapid assessment processes, feasibility assessments, or other methods to support team strategic planning.
In-depth knowledge of Community and Behavioral Health practice, theory, and systems including a foundational understanding of the social determinants of health and drivers of health outcomes
Exceptional skills communicating with diverse audiences - specifically with stakeholders and organizational leaders.
Exceptional interpersonal skills, receptivity to others' ideas, and a collaborative team approach to all projects
Passion for participatory learning and using evaluation to improve practice and policy

Experience Requirement: Three (3) years of progressively responsible professional experience in administrative, management, and operational analysis work which must have included analyzing management problems and recommending solutions and implementation strategies.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
