SAIC is looking for a  Program Analyst
to join an exciting program in Springfield, VA
to provide tailored Program/Project contract management support for classified systems that have or are preparing to enter operations and maintenance phases ( pre- and post-acquisition).  This position will also provide sound planning and formal cost estimating and assessments to validate engineering estimates for purchasing and Rough order of Magnitude (ROM) preparations to the Contracting Officer Representative (COR). 
Typical responsibilities:
You'll provide advice to Program/Project Managers regarding acquisition strategies, schedules, contracting, budgeting, and execution; 
You will train and coach the government CORs through in-house training and workshops; 
You'll prepare periodic status reports, coordinate, and execute periodic staff meetings and technical interchange meetings, and develop acquisition plans, schedules, and executive program briefings; 
You will develop, draft, and coordinate overarching program planning and execution documents as prescribed by/tailored from internal and external policies; 
You will provide technical and programmatic assessments of contractor design/milestone reviews to assess progress, risks and issues, and the ability to achieve mission requirements; 
You will support formal cost estimations and assessments through the life-cycle from pre-acquisition through project sustainment 
You will lead and advise market research techniques 
You will support the development of life-cycle strategies, procurement requests, sole source justifications, statements of work, Contract Data Requirements lists (CDRLs), acquisition plans, justifications and approvals, request for proposals, technical advisory reports leading to the establishment of formal government contracts; 
And you'll provide program element coordination, staffing and monitoring; advise and assist government customer regarding funding commitments, obligations, and expenditures as well as drafting and supporting delivery of program funding documentation and monthly financial reports. 
Qualifications
Required education and experience:
Bachelor's degree in Business Management, Finance, Project Management or related degree and eighteen (18) years of experience; Masters and sixteen (16) years of experience; years of experience may be substituted in lieu of a degree.
Required Qualifications: 
Experience supporting DoD or IC Project Managers with Contracting Officer Representative (COR) responsibilities.
Experience with formal cost estimating and assessments.
Required clearance:
An active TS/SCI security clearance with the
ability to complete a counter-intelligence scope polygraph (post-hire). 
Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
