Job Description:

Position Purpose

What’s the role –

The Capital Investment Advisor for the Deer Park Chemicals is responsible for development and maintenance of the site’s capital business plans – both annual and long term - and facilitation of projects through the site’s Project Approval Process.

Accountable for:


Capital business plan execution and assurance that the site’s capital business plan commitments are being met.
Project Approval Process implementation and assurance that the aforementioned committees are meeting intent and commitments to the organization.
Annual and multi-year business plan alignment with site’s goals concerning competitiveness and affordability.
Investment category balance (Asset Integrity-AI vs Maintain Margin-MM vs Growth-GR) aligned with long term strategic targets.
Project classification category (AI, MM, Growth) and Solomon classification assignments.
Maintaining the Maintenance Capex plan vs. actual spend, which is critical in meeting the Site’s NECC target.
Leveraging various project initiators to support “feeding the project funnel” according to the timelines set forth in the long-range business plan.


Responsible for:


Financial determinations: capital vs. expense determinations, business unit allocations, and economic evaluations.
Manage the capital business planning process

Deliver the site approved capital business plan to the site’s leadership team and to central business functions
Manage the entry and update of data in Ether (Financial tracking and reporting database) for the site
Focal point to link with Chemical Business Development and Strategy teams to build the Growth Portfolio of projects in the multi-year business plan
Focal point and Subject Matter Expert (SME) for the electronic Site Investment Proposal (eSIP) system (note: eSIP = Authorization for Expenditure--AFE)

Facilitate the progression of projects through the site’s approval Process

Lead the bi-weekly Site Challenge Committee meeting
Provide visibility of how the project will impact the business plan

Facilitate the monthly Site Investment Committee Meeting

Partner with Cost/Schedule Lead and review the monthly capital and expense forecasts for the Chemical business
Ensure health of the portfolio and alignment with the business plan

Facilitate the monthly Portfolio review with Asset Owners and Discipline Managers

Annual budget: Capex budget varies from $90 - $200 Mln/yr (Projects/Turnarounds/Catalyst)
Project TIC sizes: varies from $0.3 - $100 Mln/project
Active overall project portfolio: varies from 80-130 on average
Active construction portfolio: varies from 10- 30 on average


Key Challenges


Stakeholder management at multiple levels of the site (Site Leadership Team, Asset Owners, Discipline Managers and Controls)
Short Cycle Requests
Developing and maintaining strong relationships with key stakeholders.
Balancing competing priorities on capital needs.
Responding real time to meet capital business plan (BP) when out of plan work occurs by working with asset owners to find offsets.


Skills & Requirements

What we need from you –


Must have legal authorization to work in the US on a full-time basis.
Engineering Degree is preferred.
Minimum 5 years of experience supporting capital projects is preferred.
Minimum 8 years of varied experience in petrochemical environment is preferred.
Business case development/risk analysis and evaluation.
Opportunity realization process.
Asset master planning fundamentals.
Financial accounting guidelines capital vs. expense determination.
