Budget/Fiscal Manager
. This position requires independent judgment with minimal and indirect supervision to provide complex analytical support to planning, budget, and analysis functions within the University Budget Office. The person in this position will provide complex data analysis and financial management expertise to all levels of constituents across campus. This position is also responsible for oversight of university budgets, trending and ad hoc reporting, and the training and campus support of all budgeting tools and processes.
Data Analysis and Reporting:
Responsible for implementation and management of a University-wide budgeting/forecasting tool, including but not limited to reconciling and troubleshooting daily imports, controlling user access, building reports, and updating plan files as applicable
Provide complex analytical support and financial management expertise to university constituents, including designing reports to provide decision support for financial planning and program reviews
Per ad hoc requests, extract data, analyze and interpret trends, and summarize information in a professional format, adding notes where applicable to provide clarity to the report(s); meet with constituents to discuss reports and provide follow-up when needed
Research and develop dashboard reports for different levels of university users; determine appropriate metrics, design layout, coordinate distribution and/or presentation of data
Annual Budget Cycle:
Serve as lead role in the annual setup of labor and operating budgets, including administering all position budgets in the position budgeting software program; troubleshooting problems and resolving errors
Manage the annual (and necessary mid-year) salary projections process, apply annual compensation adjustments, distribute to campus departments, manage departmental reviews and updates
Serve in lead role providing direction to constituents in the annual review and management of positions and operations budgets
Manage the import of centrally managed budgets into Banner (benefit pools, revenue, indirect costs, loans, endowments, plant funds, restricted funds, etc.)
Serve as the lead role in budget training sessions and workshops, including one-on-one training as needed; develop and maintain reports for all on-line budgeting processes
Prepare annual operating budget rollups and supplemental schedules for submission to the Office of the Commissioner of Higher Education
Budget Oversight and Management:
Monitor balances and advise key staff members in colleges and departments regarding any potential fiscal problems, collaborate to develop solutions and responses to issues, and recommend changes to procedures that ensure compliance with UM, Montana University System and Board of Regents (BoR) policies
Responsible for budget/fiscal activities including budget modeling and allocations, tracking budget commitments to specific colleges and departments, processing all transactions into Banner, tracking transfers to plant funds and BOR reserves, tracking tenure track faculty lines, etc.
Biennial Budget:
Under direction of the Budget Director, participate in the biennial budgeting processes, including IBARS, MBARS, personal services reconciliations, and modeling
Other:
Represents the Budget Office on committees and attends meetings
Supports the University Budget Committee and subcommittees
Oversees Strategic Investment Proposal process, distributions and associated assessments
Coordinate difficult and complex programs to determine financial viability.

Required Skills
Demonstrated competence and experience in the development, analysis, and execution of complex budgets and long-range business/fiscal management plans.
Successful experience in interpreting, explaining, and presenting detailed budget and fiscal data, both verbally and in writing, to a diverse group of constituents.
Demonstrated proficiency in the use of spreadsheet, database query, word processing, and financial modeling software. Experience using Windows, Excel, Access, Word, and Outlook are preferred.
Demonstrated excellence in oral and written communications.
Provide evidence of: strong decision-making skills and initiative; having excellent leadership, presentation and interpersonal skills; working effectively with a broad range of constituencies including students, staff, faculty, university administrators, other agencies, professional associations and organizations; and possessing personal energy, integrity, and vision.

Minimum Required Experience
Bachelor’s degree in Business Administration, Accounting, Finance, or related field, plus three (3) years of relevant work experience; or any combination of experience and education that provides the competencies necessary to successfully discharge the duties and responsibilities assigned to the position.
Preferred Qualifications
Experience in higher education working with a wide range of budget and fiscal management processes.
Experience with Banner software and/or Syntellis Axiom Budgeting & Forecasting Solutions Software.
Governmental fund accounting experience.
Possess understanding and knowledge of UM organizational structure, policies and procedures.
Possess understanding and knowledge of OCHE and BOR policies and procedures.
Possess understanding and knowledge of a diverse range of business activities, such as budgeting, accounting, staffing and resource management.
Positions Details
Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package including insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
Salary for this position is $70,000- $75,000 annually commensurate with qualifications.
