General Description
This is a fulltime, permanent Fiscal Analyst 2 (FA2) located onsite at the Office of Financial Services in Tumwater, WA. This position supports the work of the agency by ensuring that all monies received are posted accurately and deposited within 24 hours of receipt and that all DOH revenue records are analyzed and reconciled to maintained reports.

Duties
Duties Include
Assist with the daily operation of cash management, accounting, and reporting activities
Verify daily cash deposit and ensure all monies received are deposited within the Treasurer’s 24-hour rule.
Compile review and record financial data in TM$ and AFRS verifying all A-8’s balance and have been submitted.
Post interagency receivables. May include fees paid by DSHS, DOL and DOR. Research monies received from DOR in ATLAS to obtain information required for the posting of the transactions.
Manually deposit checks that are unable to be processed through the remit processor.
Review in-process and correct discrepancies.
Perform daily credit card reconciliation for all online credit card payments processed
Verify balances between Paypoint, ILRS, EPHAPS, PRR. When not in balance, determine the cause and implement the solution needed. May require a refund or manual update of the license or invoice.
Prepare cash journal and A-8 for each payment type and upload to AFRS.
Reconcile credit card deposits received from Key Bank for each Merchant ID to Paypoint
Process NSF and ACH returned payments
Process the new NSF’s and ACH returns that come in each day.
Log return payments in NSF Spreadsheet.
Prepare Cash Journal and A-8 for NSF and ACH Return payments.
Send letter to customers requiring payment for the NSF/Returned Item.
Work with program staff to investigate discrepancies on returned payments.
Provide expert technical assistance to internal and external customers
Responding to questions received from internal and external customers. Researching refund payments submitted on an A-19’s or credit card payment refunds.
At fiscal year-end and bien close set up receivables for the Inter-Agency Payments (IAPs).

Required Qualifications
Two (2) years of professional-level experience [TAI(3] [GTA(4] in accounting or finance, including experience applying state laws, rules, policies, and guidelines.
MS Outlook –ability to create, modify and respond to emails and calendar appointments.
MS Excel –ability to create, modify, format, and print spreadsheets, find and replace data, and work with basic formulas and functions.
Microsoft Word –ability to create, format, and edit documents.
Accurately using a 10-key calculator by touch.
Desired Qualifications
Knowledge or experience using any of the following state systems: ILRS, Cybersource, Financial Toolbox, Treasury Management System (TM$), and/or Agency Financial Reporting System (AFRS), Enterprise Reporting.
15 quarter or 9 semester credit hours of college-level course work in Accounting, Auditing or Budgeting. OR Bachelor’s Degree in a financial related field.
Two or more years of working knowledge of governmental accounting.
Minimum Qualifications
Experience and Education
A bachelor’s degree plus at least five years of relevant work experience. The preferred work experience or education background should include some professional meeting management or professional meeting planning experience.
CMP certification is preferred; however, related work experience will be considered.

Skill and competence to work effectively with a diverse group of individuals.
Skill and competence in writing clearly and communicating orally.
Skill and competence in handling complex administrative and logistical details for large meetings.
Sound judgment in communicating information in a neutral, non-partisan manner.
Ability to work well under pressure, multi-task and meet deadlines.
Familiarity with NCSL’s or related association management goals and practices.
Ability to coordinate and execute efforts of a team.
Ability to travel 10-12 times per year on average.
