Reporting to the President of **MEMBERS ONLY**SIGN UP NOW***., the Chief Financial Officer serves within the Officer of the Controller and has oversight and management of the financial affairs of the University.

This position plays a key role in the development of strategic plans, direction, and vision to ensure the overall health of the University's financial resources. The Chief Financial Officer oversees financial operations and finance systems of the University and supervises accounts payable, general accounting, physical plant accounting, Office of Student Accounts, post-award grants administration, Foundation accounting, treasury, and risk management.

This position serves as a member of the President's Cabinet.

****Duties and Responsibilities:

Duties and responsibilities include, but are not limited to:

Assists with the development and implementation of financial strategies to fulfill the vision and mission of the university.
Ensures that the University's operational and capital budgets are aligned with its strategic priorities.
Provides oversight of the university's endowment and investments and compliance with applicable federal and state laws and regulations.
Directs and coordinates the operation and management of the Controller's Office in accordance with Generally Accepted Accounting Principles (GAAP), federal and state tax code, and regulatory/compliance requirements for higher education and not-for-profit organizations.
Directs and manages general, grant, plant, Foundation, and Student Accounts functions as well as accounts payable, accounts receivable, treasury functions and risk management.
Provides management and the Board of Trustees with relevant financial data necessary for budgetary and financial decisions.
Oversees, orchestrates, and works with external bond counsel, financial advisors, and financial underwriters for issuance.
Approves contracts with financial implications for the University.
Develops, oversees, and maintains appropriate internal controls and conducts process reviews as needed to ensure appropriate internal control measures are in place for compliance with Federal, State and Local regulatory requirements.
Manages external audits and related engagements.
Ensures that the University's financial statements are prepared within statutory deadlines and in accordance with Generally Accepted Accounting Principles, including applicable GASB and FASB statements.
Formulates, prepares, and analyzes financial statements.
Develops and implements upgrades to financial policies, procedures, controls, and systems.
Forecasts short-range and long-range cash requirements and obligations, as a basis for cash management, performs trend analysis, modeling, and ratio analysis.
Develops, recommends, and implements policies, procedures, and practices to guide general, grant, Foundation, plant, and student accounting, accounts payable, accounts receivable, treasury functions and risk management.
Monitors the financial health of the University, using approved dashboard indicators and other industry benchmarks; recommends and calculates other ratios as supplemental indicators.
Approves voucher payments for centralized, higher level university expenditures.
Ensures compliance with requirements of all borrowings, including debt service projections for budgeting, cash, and financial reporting.
Ensures that appropriate controls are in place and adhered to for all cash disbursement processes.
Oversees user access and approval security of Banner Finance system.
Ensures that day-to-day processes and workflow are in compliance with Generally Accepted Accounting Principles and industry standards; selects alternative reporting if options exist.
Coordinates completion of annual and periodic financial, compliance and other audits of university financial statements.
Ensures timely filing of required financial reports.
Hires, trains, develops, motivates, disciplines, and evaluates staff within defined areas of responsibility.
Participates actively on division-wide and/or University-wide committees and task forces.
Represents the University at sector-wide or state-wide meetings, conferences, and events.
Prepares special analyses, as requested by the Vice President or President.
Explores, recommends, and implements technological solutions to annual manual processes as the means to reduce errors, dramatically increase efficiencies, improve customer satisfaction, and enact better controls.
Performs other duties as assigned that are appropriate for the position.

Qualifications:

Required Qualifications:

Bachelor's Degree in Business,Accounting or Finance from an accredited college or university.
CPA or similar professional accounting certification required.
Twelve (12) years of progressively responsible experience in financial management areas.
Eight (8) or more years of senior level administrative experience in the areas of finance and accounting at a college or university and/or non-profit organization.
Direct experience with audits in the higher education environment and higher education financial management.
Working knowledge of manual and automated accounting systems.
Extensive knowledge of PC based financial and other applications.

Additional, preferred qualifications:

MBA or Graduate degree in Accounting, Finance, or a related field.
Active CPA license.
Understanding of the challenges facing higher education in the northeast U.S. and their implications for the financial sustainability of higher education institutions.
Experience with Ellucian's Banner software solutions.
Experience with Microsoft products.
