POSITION SUMMARY
The Vice President, Ambulatory Finance will be a dynamic, innovative thought leader with high levels of visibility. H/she will be responsible for managing the financial stewardship of Ambulatory and Network Expansion, including all current and future DUHS off-campus, non-hospital based ambulatory facilities. In addition, this role will serve as the Divisional Chief Financial Officer for Duke Primary Care and act as a critical member of the DUHS finance team. This role will provide ongoing financial leadership for executing the DUHS ambulatory expansion strategy as part of the Enterprise Strategic Plan. Duties include developing robust economic models supporting the organization's defined priorities and initiatives. This position will ensure the ongoing financial success of a full range of clinical services, including local, community, and regional sites. Additionally, the Divisional CFO will be responsible for the provision of financial services and management to enable DUHS to achieve its strategic objectives in compliance with legal and regulatory requirements.
The Divisional CFO will be responsible for the overall performance of Ambulatory and Network Expansion for DUHS and all aspects of fiscal management; including the development of budgets and key financial reporting indicators as new sites are integrated into the ongoing operation. Performance to the initial business plans will be a critical component of this work. Collaboration with key health system leaders is vital, including as appropriate, the Hospital Presidents, the DUHS Vice President of Administration, the Strategic Planning Office, the President for Diagnostic Services, and other leaders as required.
The finance team members with a direct reporting relationship to the Vice President, Ambulatory Finance DUHS and Divisional CFO, Duke Primary Care include:

The development of this new role will require the candidate to develop a business structure to accommodate the completion of the responsibilities in this new role.  It is anticipated that additional leadership roles will be developed.
KEY DUTIES/RESPONSIBILITIES
The Divisional CFO/Vice President, Ambulatory Finance has primary financial responsibility for advising management on all aspects that impact the success of the off-campus, non-hospital based ambulatory operations. Specifically, this individual will focus on the ambulatory expansion strategy to ensure that DUHS is well-positioned to deliver the highest quality, patient-centered care, with an emphasis on care integration and optimization and the ability to extend its reach locally, regionally, and nationally. As such, the ideal candidate will work with executive leaders and other stakeholders to develop strategies, define tactics, and validate assumptions and timelines, and financial models for strategic investments.
Ongoing Support:
Collaborate with the DUHS Senior Leadership team to understand expansion strategies and opportunities. Manage and develop capital and operating budgets to support these expansions.
Develop financial reporting and analytics to facilitate senior management's assessment of the overall return on investment and the impact of value-based performance.
Identify opportunities to provide patients with the most clinically appropriate, lowest-cost care setting. This will require intentional collaboration with physician partners and operations leaders across the entire enterprise.
Work in concert with Performance Services to understand productivity and labor costs.
Align with the Population Health office on initiatives and other special projects with a financial and/or strategic focus.
Work closely with the Patient Revenue Management Organization, Compliance Office, and Reimbursement teams to ensure the appropriate establishment of revenue capture processes.
Coordinate with finance leaders as appropriate. Identify revenue enhancement and cost containment opportunities to improve financial performance emphasizing value and quality.
Facilitate the development of a Capital Plan for integration into the DUHS long-term financial and capital planning process. Provide insight into the rationale and expected community impact of these sites.
Work in alignment with the Financial Decision Support team and Cost Accounting team to facilitate the ability to look critically at the services rendered in an ambulatory setting and provide timely, helpful financial reporting.
Provide oversight for financial and analytical support for Duke Primary Care provider compensation models. Facilitate annual rapid cycle improvement events. Supervise compliance and payment audits and ensure incentives and targets are aligned.
Provide direction to the team reporting to this role, including the management and approval of performance management, paid time off, and promotion.  Foster an environment that promotes growth and rewards innovation, process improvement, and enhanced analytics.

Arranges systems, functions, and resources within span of control to maximize quality of care/high patient satisfaction and/or efficient operations; utilizes measurements of quality and productivity to evaluate staffing and systems, while ensuring continuous quality care, patient access, customer service excellence, and enhanced profitability.
Ensures financial success of ambulatory services through budget planning, monitoring, oversight of billing procedures/collections/reimbursement, monitoring of overhead and equipment maintenance, development of cost containment/reduction strategies and other components of the revenue stream for areas managed.
Leads, collaborates on and approves all business plans developed within the ambulatory enterprise.
Monitors the financial and capital resources of the ambulatory network; reviews and presents findings to management, the Board and others.
Proven track record of being a strategic thinker, creative, innovative, and execution focused turning ideas into measurable meaningful results.
Acts as a key contributor to the leadership team responsible for the development of team members and the creation of an accountable and supportive culture where employees are engaged and contributing to the overall success of the organization.

PROFESSIONAL EXPERIENCE/QUALIFICATIONS
10 years of progressive experience in health care finance or business related role.  Preference is for experience in a growing Ambulatory Services division within the health care industry and knowledge of complex health care organizations.
Strong financial operations expertise (budgeting, revenue cycle, capital planning, forecasting, facilities, leasing, etc.).
Value based care; risk-based experience, including CON experience.
Strong interpersonal and problem-solving skills, communication, organizational skills, and management experience are required.
The ability to lead and engage multidisciplinary teams and communicate well across different perspectives will be vital to the success of this role.
The ideal candidate will possess the ability to effectively weigh in on critical decisions by applying sound judgment, reasoning, and resolution.
Strong skills in interpersonal interaction, public speaking, knowledge of healthcare finance, high integrity, sound judgment, attention to detail and teamwork.

EDUCATION
Bachelor's degree required. A Master's degree (MHA and/or an MBA and a degree in finance or accounting) is preferred. A CPA preferred.
