The San Diego Association of Governments (SANDAG) is seeking to fill two (2) Senior Financial Programming Analyst positions to provide advanced level professional, analytical, and coordination support for various regional, state, and federal programs. This is an exciting position in which you will be part of the team tasked to seek out traditional and non-traditional funding, innovative financing, and partnering opportunities to attract more funding to the region.

Ideal Candidate
This position is ideal for an experienced financial programming professional who has the skill to perform the technical requirements of the position with a strong interest in applying their expertise in the financial programming of large-scale capital projects.
The ideal candidate will be detailed oriented and possess:
Excellent interpersonal and communication skills
The ability to think strategically and to see the big picture
Demonstrated knowledge of the various federal, state, and local funding sources
Experience coordinating financial programming preferably with a focus on transportation
Experience performing complex calculations to complete financial, economic, and data analysis of funding activities
Experience with the development of RFPs, scopes of work, budgets, schedules, vendor selection, and contract management
Demonstrated understanding and use of traditional and non-traditional methods for creatively programming multiple sources of project funding
Minimum Qualifications
Education and Experience
The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in planning, engineering, finance, or a related field, and a minimum of five years of recent experience providing transportation financial strategy, funds management, financial programming, inter-agency coordination, and some lead or supervisory experience, preferably in a public sector organization. A Master’s degree is desirable.
