About The Washington State Legislature
The Washington State Legislature is a bicameral body comprised of the Senate and the House of Representatives. The Legislature meets annually in the Capitol Building in Olympia beginning on the second Monday in January. Regular legislative sessions take place January through March in even-numbered years and January through April in odd-numbered years. Special legislative sessions occur as needed. Permanent staff work year-round supporting the Senate and its legislative members. The Senate strives to cultivate an inclusive working environment that supports diversity through equitable policies and practices.
Background
The Washington State Senate seeks an experienced Financial Analyst in the accounting office. The ideal candidate will have a depth of knowledge in accounting, bookkeeping, auditing, or other professional based fiscal field. This position will serve as subject matter expert in researching, maintaining invoice payments, and will serve as backup to the accounting manager. They will have exceptional interpersonal skills and be a thoughtful communicator. The position requires a strong customer service focus and provides a wide range of accounting services to elected Senate members and fellow employees of the Senate.
This position is nonpartisan, full-time, and exempt from civil service.
Position
Responsibilities
Receive, review, analyze, interpret, process, verify invoices quantity and amount, and reconcile payments.
Monitor daily in-process report and make corrections accordingly.
Analyze and interpret payment documents for accuracy and completeness.
Create and process payment batches using Financial Toolbox and AFRS.
Prepare Cash Receipt journals, record Inter-Agency Payments (IAP).
Review Travel Reimbursements and Members Business Expenses in the agency Travel and Expenses (T&E) system.
Audit the vendor information in batches before they are released.
Code each document to ensure payments are charged to the appropriate divisions.
Respond to inquiries from personnel or vendors concerning payment status for referenced accounts.
Research general questions from vendors or employees.
Analyze, correct, and adjust discrepancies by creating Journal Vouchers.
Access the agency financial reporting system (AFRS) to prepare and review fiscal documents.
Assist in a fiscal year closing of financial records.
Assist statewide vendors and work with vendors to obtain required paperwork such as W-9 form, SWV registration form, direct deposit or change form.
Help research on out-of-state employment taxes for out-of-state employees.
Perform other duties as required.
Required Qualifications
At least 18 quarters or 12 semester hours of college level coursework in accounting, auditing, or budgeting.
Two (2) years of experience with Washington State government in using state systems such as the AFRS, ER, Financial Toolbox, and TM$.
Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.
Ability to use standard spreadsheet software such as Excel to create, modify, print, and format, work with formulas and functions, use templates, and pivot table.
Knowledge of the Office of Financial Management rules and regulations including SAAM and U.S. GSA Travel resources.

Ability to exercise discretion and maintain confidentiality.
Ability to work efficiently in a fast-paced office environment, independently and as a team.
Knowledge of software applications, notably MS Office suite: Word, Outlook, and Excel.
Additional Requirements
Long and irregular hours are required during the legislative session, including evening and weekend work. When the Legislature is not in session, flexible schedule options are available.
This position works in-person in Olympia during the legislative session. When the Legislature is not in session, remote work is supported. This position also requires to work in the office at least one (1) day per week, and when needed to be in-person for training or legislative meetings.
Desired Qualifications
Diverse backgrounds in education and experience could be successful in this role and will be considered. However, demonstrated qualifications or experience in the following may be best suited for the position:
At least two (2) years of experience in accounting, bookkeeping, auditing, or other professional based fiscal fields.
Bachelor’s degree in accounting, audit, and budget.
Salary Ranges
The salary range for this position is $52,692 - $92,940, depending on experience and qualifications. The expected hiring salary, however, will typically be less than the top of the range.
