Global Support Services, LLC (GSS) is seeking resumes for a Senior Financial Management Analyst at the at the Wright Patterson AFB, Ohio.
To provide financial management and decision support to the Logistics Systems Integration Division, ProgramsIntegration Branch (HQ AFMC/A4NP) of the Headquarters Air Force Materiel Command at Wright-Patterson AFB, Ohio
ESSENTIAL DUTIES & RESPONSIBILITIES:
Provides support and orientation to the government lead for Financial Management at A4NP
Perform financial analysis and documentation by using numerous financial systems and data to track funding status, execution tracking, run reports, validate transactions and coordinate with DFAS
Analyze unliquidated obligations and participate in audit and close-out, and ensure systems and upgrades are funded with the correct appropriation.
Utilize working knowledge of financial systems including, but not limited to ABSS and CRIS to determine funding and execution status. Proper analysis includes a working knowledge of appropriation law and proper use of various funds as mandated through authorizations, appropriations, regulations, or other governance.
Review, recommend and analyze program financial transactions in the Automated Business Services System (ABSS) or Comprehensive Cost and Requirements System (CCaR) and process the necessary funding document. Review, analyze and recommend to the government that the contracting award documentation is compliant with fiscal regulations and AFMC/FM Policy.
Review and track Tri-Annual documents of previous-year outstanding obligations. Document correspondence, track status, and close out resolved documents.
Use the enterprise portfolio management system to enter, validate, and manage funding baselines for the A4N portfolio acquisition and legacy data systems.
Provide periodic cost estimates and budget forecasts for the A4N O&M portfolio to answer numerous scenarios and what-if analysis. Based on funding and operational situations, use the data to build POM requirements and FYDP forecasts.
Coordinate with the data system support organization to manage upcoming budget-year spend plans or current-year execution plans.
Support the A4N division’s efforts to defend and justify unfunded requirements to AFMC/FM, AF/A4, SAF, etc. The support includes identifying the unfunded amount, assisting the program office in building a strong impact justification. And advocating for the requirements against other prioritized requirements.
Support the A4N division in the transfer of system sustainment responsibility into or out of the portfolio. Systems can be either added or moved out of the A4N portfolio based on command restructuring, strategic leadership decisions, congressional priorities, new system development, etc.
Assist personnel in managing their TDY funding requirements and ensuring that they are able to travel as planned under applicable budget constraints. Usually coordinate with the approving government resource advisors to ensure that funds are loaded and the TDY orders are approved in the travel system.
Work with AF/A4 and SAF personnel in managing the acquisition funding baseline for the portfolio systems that use it during their development cycles. The support involves coordinating dollar inputs, requirement descriptions, impacts, and milestone schedules.
Validate the funding baseline and approve the spending plan for the yearly expectation Management Agreement (EMA) with the data system sustainment/development organization.
