Job Description
The Environmental Services Department is recruiting for a Senior Analyst to oversee the Department’s budget and funds management section and serve as the lead in supervising six division Budget Analysts. The Senior Analyst reports directly to the Administrative Officer in the Administrative Services Division.
The Administrative Services Division (ASD) team members gain satisfaction when facilitating trainings for ESD’s workforce; feel empowered when managing a full range of information technology data and services to almost  600 employees; deliver quality customer service in utility billing; enjoy their contributions to the success of peers by hiring and promoting the right people for the right positions; and overseeing the budget planning and fiscal management for a wide variety of special funds that support the important work ESDers do. The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
The main responsibilities of the Senior Analyst include:
Plans and manages the development of an approximate $350 million department operating budget, and a $215 million capital budget.
Establishes the priority level of different tasks related to the tracking and development of operating and capital budgets to ensure consistent service delivery, protection of ESD’s financial assets, and appropriate use of rate payer dollars.
Provides direct supervision to a team of six division Budget Analysts
Develops and manages annual Department wide budget trainings
Prepares complex rate modeling within several integrated source and use statements, and recommends the most appropriate rate increase(s) based on long-term operational and capital needs, feasibility of alternative financing such as bonds or other debt, rate comparisons with other agencies, and effect on residential, commercial, and industrial rate payers.
Develops goals and guidelines for the appropriate amount of cash reserves for debt service coverage ratios, positive bond indicators, and emergency/contingency funding.
Directs and prepares department operating budget at program and detail levels, monitors departmental revenues and expenditures, prepares expenditure and revenue adjustments as needed.
Presents reports and information to the ESD Leadership Team, outside committees and other divisions or departments.
Assists with the development of Council memos related to fees and budget, and ensures accuracy and accountability in budget management
Coordinates budget related items with the Administrative Officer, Department Leadership team, City Manager’s Budget Office, and other partner departments
Collects and tracks performance measure data from a variety of sources for ESD and coordinates performance measure changes; analyzes and incorporates performance information to prepare Mid-Year and Year-End Performance Reviews.
Job Requirements
Minimum Qualifications
Education: A Bachelor’s Degree from an accredited college or university and four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.
Acceptable Substitution: One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.
Required Licensing (such as driver’s license, certifications, etc.): Possession of a valid State of California driver's license may be required for some assignments.
