Role
This position will bring the recently adopted Regional Digital Equity Strategy and Action Plan to life by managing complex projects that lead to rapid expansion of broadband infrastructure, increased adoption of broadband and technology, and advance digital literacy. A core function is cultivating strategic partnerships and coordinating federal, state, local agency, private sector, and community-based organization participation in the implementation of regional digital equity initiatives.

Job Responsibilities
• Manage a variety of digital equity projects. Create and update project plans; monitor and report on progress, timelines, and milestones; communicate status of projects to stakeholders and management; develop and maintain project documentation and progress reports.
• Develop and manage project budget; prepare cost estimates and budget justifications; monitor and control project expenditures.
• Coordinate with local government agencies to develop regional permitting standards and guidelines that expedite broadband infrastructure development in unserved and underserved communities. Coordinate local efforts with state initiatives to streamline local land use approvals and permitting of broadband infrastructure.
• Coordinate with state and local agencies on construction of the open access middle mile network including the State Route 67 Dig Once Demonstration project.
• Oversee development and implementation of a regional Dig Once Policy.
• Seek and apply for funding to implement digital equity initiatives.
• Track and actively participate in federal and state legislation and California Public Utilities Commission rulemakings
• Integrate broadband into regional transportation plans and coordinate broadband infrastructure and service planning with local agencies.
• Complete a Broadband Master Plan to inventory public fiber infrastructure, identify gaps, and develop a strategy & implementation plan that would connect public facilities in each of the jurisdictions within the San Diego region.
• Oversee ongoing broadband data collection and analysis including a regional survey to establish a baseline for broadband adoption in the region.
• Develop Requests for Proposals/Qualifications; participate in the selection of consultants and vendors; administer contracts and ensure projects progress on schedule, within the approved budget, and at a consistently high level of quality; ensure projects are completed in adherence to funding agency requirements.
• Staff the Regional Digital Divide Taskforce. Prepare and present written, oral, and visual reports and recommendations to the Board of Directors, Policy Advisory Committees, community groups, private organizations, members of the public and other groups.
• Coordinate project activities with inter-departmental and inter-agency project teams; lead meetings with project teams and develop project partnerships; ensure effective communication of goals, progress, and decisions.
• Evaluate, and monitor project workload; respond to changing political, economic, and customer demands; implement and manage change when necessary to meet project goals.
Experience and Qualifications
• A bachelor’s degree with major course work in regional/urban planning, policy/planning, information technology, public/ business administration, project management, or a related field. A Masters’ degree is desirable. A combination of relevant education and recent work experience may be considered in lieu of the bachelor’s degree requirement.
• Minimum of five years of increasingly responsible, professional experience leading projects and programs related to equity and social justice issues and digital inclusion programs or activities; including some lead or supervisory experience.
• Demonstrated knowledge of the principles, practices, and current trends related to digital equity and inclusion.
• Demonstrated knowledge of federal, state, and local laws, regulations, and requirements pertaining to broadband and digital equity; knowledge of current political trends.
• Demonstrated experience developing programs and delivering projects and services in support of digital equity initiatives; experience managing technical research and planning studies and evaluation.
• Experience supervising and evaluating the work of employees; experience evaluating internal business processes and balancing workload with staff resources; experience providing leadership and direction for assigned programs; ability to delegate authority and responsibility.
• Successful project management experience including preparing budgets and schedules; RFPs, scopes of work, and contracts; experience evaluating proposals and selecting and managing consultants.
• Demonstrated ability to establish and maintain cooperative and collaborative relationships with those contacted in the course of work including local, state, and federal agencies, project partners, consultants, and committees; ability to gain cooperation and consensus through discussion and persuasion.
• Outstanding written and oral presentation skills and the ability to communicate technical information effectively to a broad range of audiences; experience preparing clear and concise administrative and management reports; experience preparing and delivering presentations and recommendations to audiences with diverse viewpoints.
• Ability to exercise discretion and political acumen in dealing with complex, sensitive, and confidential issues and conflicting agendas and positions.
• Experience managing and developing effective public outreach efforts to inform, educate, and involve the public in the regional planning process.
• Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities and work independently.
• Demonstrated computer software proficiency using various programs from the Microsoft Office Suite and other PC-based applications.

The employee selected for this position will be offered a three-year At-Will employment contract, which provides an annual $5,000 contribution to their defined contribution plan.
