Westat is an employee-owned corporation providing research services to agencies of the U.S. Government, as well as businesses, foundations, and state and local governments. Westat's research, technical, and administrative staff of more than 2,000 is located at our headquarters in Rockville, Maryland, near Washington, DC.
Westat is seeking a Small Business Liaison to join our fast-paced corporate Contracts Unit based in Rockville, Maryland. This position will work closely with research teams, and corporate teams to develop and enhance Westat's Supplier Diversity Program. You will use your considerable knowledge and experience in outreach efforts on behalf of Westat and will attend activities to support small businesses and lead supplier diversity programs.
This position is based in Rockville, Maryland and is remote eligible.
Job Responsibilities:
o Provide guidance and assistance in the development and oversight of Westat's small business compliance activities.
o Support the on-going monitor of small business goals, compliance with subcontracting plans, policies, and regulations.
o Lead supplier diversity compliance reviews.
o Perform internal small business compliance assessments to confirm terms and conditions are flowed down to lower tiers partners ensuring compliance with appropriate regulations.
o Assist business development teams in small business planning and outreach with the goal of supporting internal groups to provide appropriate small business suppliers.
o Train, coach, and mentor staff on small business subcontracting program compliance requirements.
o Interact with all levels of staff, management, as well as internal and external customers on small business matters and regulations.
Basic Qualifications:
* A Master's degree in business, finance or related degree and a minimum of 5 years of prior experience including 3 years supporting small business and supplier diversity organizations in a U.S. Government / Federal Government contracting environment.
* Demonstrated experience working with the Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DFARS) and associated compliance obligations and requirements
Preferred Qualifications:
* Applied management/leadership experience in procurement, preferably in a government services company
* Strong marketing and communication skills
* Experience with Deltek products including Costpoint, Contracts and Purchasing Modules
