MDOT MAA is currently accepting applications for the position of
Budget Analyst (Fiscal Services Administrator I)
within the Office of Finance
at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).
The
Budget Analyst
will assist the Director of Finance with the planning, development, and execution of aspects of the Maryland Aviation Administration’s combined annual operating and capital budgets of $262 million to include fund certification, budget review, and supplementary budget exhibits and requests.
Responsibilities include but are not limited to the following:
Tracking on a monthly and cumulative annual basis expenses for large, complex, and multi-year maintenance and repair contracts currently totaling over $100 million;
Performing monthly reconciliation of over 85 maintenance and repair contracts monitored on the Contract Monitoring and Utility spreadsheets to insure all contracts are in balance within the Financial Management Information System (FMIS);
Investigating and determining whether required funds are available to approve the submission of MAA Fund Certifications for all contracts and blanket purchase orders over $25,000 for the operating and capital program;
Facilitating monthly Pre-Status of Funds meetings with Contract Support, Budgeting & Contract Administration, and Environmental to ensure projected spending for all contracts are accurately captured;
Making recommendations for contract amendments and language to reduce costs, improve efficiencies and simplify contractual requirements;
Advising and counseling Accounts Payable staff and procurement personnel on appropriate coding of invoices, FMIS requisitions, and purchase and change orders which require a special allocation or distribution of costs;
Working closely with accounting department to develop accruals for year-end closing procedures from the Contract Monitoring and Utilities spreadsheets to be entered into FMIS; and
Assisting with the preparation of baseline budget requests for MAA operating and capital units’ contractual requirements and working with the Budget supervisor and Budget staff to submit to the MAA Executive Management for review.
This position is located at BWI Marshall Airport in Anne Arundel County, MD.
Qualifications
Selective Qualifications:
Education:
Possession of a Bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.

Experience:
Five (5) years of experience in professional accounting, auditing, budgeting, fiscal or financial management. *Five years of experience must have included contract management, performance measurement and analysis, and the use of MS Excel.

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skills, or abilities).
Notes:

1. Applicants may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience.

3. Applicants may substitute possession of a Master's degree in one of the above specified fields or concentrations for one year of the required experience.

4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
