The Agency
Located in Walnut Creek, California, the Contra Costa Transportation Authority (CCTA), plans and delivers critical transportation infrastructure projects and innovative mobility programs that connect communities, foster a strong economy, increase sustainability, and safely and efficiently get people where they need to go. Working with experts and industry partners, CCTA is reimagining transportation in Contra Costa County to deliver the best, most state-of-the-art mobility options that will save time, money, and hassle for residents and visitors alike.
With a staff of approximately 20 people managing a multi-billion-dollar suite of projects and programs, CCTA serves Contra Costa County and its 19 cities and towns in the East Bay of the San Francisco Bay Area. The County covers approximately 733 square miles and has 1.1 million people. The region’s landscape includes many protected natural areas, including bayside areas, inland valleys and the majestic Mount Diablo, which reaches an elevation of 3,864 feet. The CCTA Board is comprised of fourteen members: eight elected officials appointed by each of the four sub-regional transportation committees, two elected County officials appointed by the Board of Supervisors, one elected official appointed by the Contra Costa Conference of Mayors, and three non-voting Ex-Officio Representatives that represent the Bay Area Rapid Transit, Bus Operators, and the Metropolitan Transportation Commission. The Executive Director is appointed by the Board and runs the day-to-day operations.
CCTA is a successful leader in transportation innovation, able to generate funding for local improvements and has a track record of executing projects and strengthening transportation in Contra Costa County. CCTA was originally formed to manage the funds generated by the half-cent transportation sales tax which Contra Costa County voters enacted in 1988, and to oversee the implementation of the “Measure C Expenditure Plan (as amended).” In 2004, the sales tax was renewed for an additional 25 years (beginning on April 1, 2009, through 2034), and a new expenditure plan, the “Measure J Expenditure Plan (as amended, November 7, 2011)” was adopted. As Contra Costa County’s transportation sales tax agency, the Authority oversees the design and construction of the transportation projects included in the Expenditure Plans, carries out the programs included in the Expenditure Plans, most notably, the county’s Growth Management Program, and provides the financial structure that ensures the optimum use of the sales tax dollars as intended by the voters.

CCTA works as a highly collaborative and communicative regional partner and is nationally and internationally recognized for its innovation and effectiveness. The Opportunity
CCTA is seeking to fill the position of Finance Manager within the Finance Department. CCTA is responsible for a highly complex financial system of revenues from federal/state/local grants, tax revenues, and other funding sources that are allocated among programs of the CCTA.
For Fiscal Year 2021-22, the CCTA’s operating budget of $174.4 million includes $59.4 million for projects; $69.4 million for congestion management, planning, and programs; $43.5 million for debt service; and $2.1 million for administration. Total anticipated revenues are $133.6 million including $35 million from federal, state, and local sources; $98 million from general sales tax revenues; and $625,000 in interest and other income. Other funding sources of $40.8 million are the constant accumulation of sales tax revenue collected in prior years programmed to specific projects and programs outlined in the adopted Measure J and Measure C Strategic Plans.
The Finance Manager is an exempt position that reports directly to and works in cooperation with the Chief Financial Officer (CFO). The Finance Manager has the opportunity to independently lead important financial and accounting activities on behalf of CCTA such as oversight of General Ledger accounts, annual budget development, and the Annual Comprehensive Financial Report. CCTA has received a Certificate of Achievement from the Government Finance Officers Association for the past nine years, has unmodified, clean audits, and takes a lot of pride in ensuring sound, financial decision making for the residents of Contra Costa County. The Finance Manager will play a key role in ensuring this financial success.
The Finance Manager functions as a business manager and is responsible for understanding all financial and accounting requirements and the coordination necessary to ensure compliance by CCTA with those requirements. The Finance Manager provides quality control and supervision for a range of finance tasks and general accounting activities, including supervision of funding allocations, contract administration, grant administration, accounts payable/receivable, and payroll functions.

Education and Experience
Degree in accounting, business administration, public administration, economics, or a related field, with an emphasis in finance and/or accounting from an accredited university.
Five years of increasingly responsible accounting/finance experience. A master’s degree in a related field or Certified Public Accountant certification may be substituted for up to two years of experience.
Salary and Benefits
Depending on qualifications, the salary range is $131,929 to $178,089 annually. CCTA provides an annual adjustment based on the Consumer Price Index and regularly performs compensation studies to ensure compensation rates remain competitive.
