Jefferson Parish Human Services Authority (JPHSA) is a Local Governing Entity (LGE) created by the Louisiana Legislature in 1989. JPHSA is responsible for the management and operation of behavioral health and developmental disability Services in Jefferson Parish. JPHSA provides fully integrated primary and behavioral healthcare services through its JeffCare program.
The Finance Operations Division provides accounting and revenue cycle management services to JPHSA and its programs. The Contracts/Grants Reviewer 3 is responsible for preparation of new contracts in collaboration with Division/Department Directors, contract/grant budget monitoring and related follow-up, and development and completion of assigned reporting. He/she reports to the Contracts/Grants Reviewer Supervisor within the Finance Operations Division.
85% Contract and Grant Developing and Monitoring Works collaboratively with Division/Department Directors to prepare new contracts, contract budgets and amendments in accordance with all policies and procedures of JPHSA and its programs.
Tracks the approval process of contracts and amendments. Coordinates with other Finance Operations staff to ensure all necessary approvals are obtained.
Reviews contract invoices and supporting documentation to ensure costs claimed are allowable within the stipulations of the contract. Recommends approval or denial of invoice payments and has the signature authority to make or withhold payments.
Ensures costs are charged to the appropriate funding source, cost center, expense type and division or department ID as applicable.
Completes monthly reports for assigned contracts and grants documenting spending trends, projections, and budget adherence.
Presents monthly contract/ grant budget monitoring reports to Division/ Department Directors.
Notifies Division/Department Directors of potential under/ over budget projections for assigned contracts. Unencumbers contract budgets timely and works with Division/Department Directors to reassign budgets.
Provides technical assistance to contractors on implementation of corrective actions, and ensures corrective actions are completed to the satisfaction of the Division/Department Director holding the contract.
Maintains all documentation relative to assigned contracts and grants.
Provides training on related policy and procedure as needed or requested by Division/Department Directors and contractors.
10% Reporting Prepares budgets, reports and other records required by federal and state laws in accordance with terms of agreements including grants.
Processes budget adjustment forms as needed per Finance Operations' Budgeting Processes procedure.
Assists in the preparation of monthly, quarterly and year-end activities and reports.
Prepares weekly expense reports for Act 378 budgets.
5% Other Assists with performing petty cash fund and change fund audits as needed.
Performs other duties as assigned to meet the needs of the Finance Operations Division and JPHSA.
PHYSICAL REQUIREMENTS/WORKING CONDITIONS: This is largely a sedentary role; work involves sitting most of the time however, some filing is required. This would require lifting files up to ten (10) pounds occasionally, opening file cabinets and bending or standing as necessary.
As part of a Career Progression Group, vacancies may be filled from this recruitment as a Contracts/Grants Reviewer 1, 2 or 3 depending on the level of experience of the selected applicant(s). The maximum salary for the Contracts/Grants Reviewer 3 is
$72,862.

MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
