About the House of Representatives
The House of Representatives is made up of 98 members elected to serve two-year terms. Regular legislative sessions begin on the second Monday in January and continue for 105 days in odd-numbered years and for 60 days in even-numbered years. Special legislative sessions occur as needed.
Our workplace is on the beautiful Capitol Campus in Olympia. The 486-acre campus includes the Legislative Building and other historic structures, as well as popular parks and trails with views of Capitol Lake, Budd Inlet, and the Olympic Mountains.

Duties
Position Profile:
The Office of Program Research is currently seeking candidates for a nonpartisan Fiscal Analyst position for the House Finance Committee. This position is full-time year-round and exempt from civil service laws.
The Office of Program Research provides nonpartisan legal, policy, and fiscal services for House committees and members. Our work involves a wide range of issues relevant to the lives of Washingtonians. Our team consists of curious, creative, collaborative, and dedicated professionals. The House Finance Committee
considers issues relating to state and local revenues, such as increases or decreases in taxes; exemptions from taxes; and changes in the administration of taxes. (Note: Issues involving revenue for transportation purposes, such as gasoline taxes, are usually considered by the House Transportation Committee.)
How You’ll Be Expected to Contribute
Conduct quantitative analyses of revenue-related legislation and other proposals.
Evaluate the impact of economic changes and revenue policies on Washington state, local governments and the private sector.
Identify and acquire data and other information necessary to complete analyses from primary and secondary sources.
Develop and evaluate revenue options to assist House members in meeting their goals.
Conduct other policy and fiscal analyses.
Draft bills, amendments, and bill reports.
Present and explain proposed legislation and staff reports to committee members at public meetings.
Work independently as well as collaboratively with analysts and other legislative and agency staff.
Meet office standards for nonpartisanship, objectivity and confidentiality.
Qualifications
The Successful Candidate Will Meet These Qualifications:
A graduate degree in economics, business, public administration, computer science, mathematics, or allied field. (A bachelor’s degree and relevant experience may be substituted for a graduate degree.)
Excellent analytical, writing, oral presentation, and organizational skills.
Proven ability to multi-task, prioritize, and provide excellent customer service.
A proactive, creative, flexible, and service-oriented approach to work.
Demonstrated ability to communicate with the varied audiences and deal with the complex situations found in the fast-paced, high pressure legislative environment.
Willingness to work the long, irregular hours that are common during a legislative session.
Note: For candidates who meet the minimum education qualifications, any combination of experience that demonstrates the ability to perform the work will be considered.
Additional Desirable Qualifications: Experience with or knowledge of tax policy or other public finance-related policy.
Proven ability to perform high quality, objective research and analysis in a position requiring high levels of self-direction.
Experience with data analysis and predictive modeling using Excel or other programs.
Knowledge of the legislative process.
Conditions of Employment/Working Conditions
This position requires an onsite/in-person presence during the legislative session and frequently requires more than 40 hours of work per week, which may include evening, weekends, and holidays. Interim schedules allow for more flexibility. This position is currently approved for in-state telework during the interim with an expectation to have an onsite-in-person presence when requested.
Salary and Benefits
Employee benefits include vacation and sick leave; paid state holidays; health, life, and other optional insurance; retirement; social security; and military leave. The hiring salary will be less than the top of any range.
Fiscal Analyst I – $64,200-113,232 annually benefits
Fiscal Analyst II – $70,860-124,992K annually benefits
Senior Fiscal Analyst – $90,684-160,020 annually benefits
The salary and classification for this position are based on experience and qualifications.
