About The Maryland Department of Budget and Management
The Maryland Department of Budget and Management helps the Governor, State agencies, and their employees provide effective, efficient, and fiscally sound government to the citizens of Maryland. We support agency efforts to achieve results by helping them obtain the fiscal, capital, and personnel resources needed to provide services to Maryland citizens. We currently have an opening for Executive Director of the Office of Budget Analysis.
Main Purpose Of Job
The State Budget Director serves in a senior management capacity within the Department of Budget and Management and assists the Secretary in the formulation of a tentative annual State budget for the Governor's consideration. The Budget Director leads a staff of nearly 30 professionals and reports directly to the Secretary of Budget and Management. The Director oversees the evaluation of requests for appropriations from all operating units of State government.
Critical Responsibilities
Oversees the preparation of the Governor’s Operating Budget and monitors its execution throughout the fiscal year.
Provides leadership to subordinate managers and staff.
Supervises and participates in budget preparation.
Provides recommendations on fiscal and budgetary matters, throughout the fiscal year.
Leads the development and analysis of budget options, revenues, expenditures and other fiscal matters affecting State government.
Monitors the day-to-day activities of the budget process.
Monitors expenditures to ensure compliance with audit guidelines and legal and procedural requirements.
Maintains comprehensive knowledge of governmental budgeting procedures and common operating methods in budgets.
Serves as the budget liaison between the Department, the Governor's Office, and other governmental entities and counterparts.
Position Duties
The State Budget Director studies and makes recommendations on financial, revenue and fiscal matters that affect the current budget of State Government, including budget amendments. The Director also considers projected budgetary requirements and examines the administration, organization, staffing, duties, and responsibilities of State agencies to detect any duplication or overlap of work, duties, or functions.
Minimum Qualifications
Education:
A Bachelor's degree in public administration, public policy, business administration, accounting, finance or a related field from an accredited college or university.
Experience:
Eight years of experience in general management, accounting or budgeting, five years of which was in fiscal analysis work in a budget function; however, any combination of education and job specific experience that provides the knowledge, experience and competencies required to successfully perform the job at the level listed would be acceptable.
Desired Or Preferred Qualifications
Master’s degree in one of the fields mentioned above;
Five years of experience in a supervisory role;
Three or more years leading or managing a budget at the state, county, or local government level;
Excellent skills with Microsoft Office products;
Excellent oral and written communications skill.
