Description
The Core Services Administrator will manage and functionally direct the financial and administrative operations of centralized shared scientific core facilities that provide a range of technical related services to Children's National investigators and other affiliated research groups. In collaboration with the Scientific Core Directors and senior leadership the individual is responsible for developing business plans, operating budgets, fee schedules, equipment management plans, and Standard Operating Procedures for core facility administration in line with applicable federal regulations and institutional policies and procedures. In addition, the Administrator will serve as a point person for the selection, implementation and day to day operations of the core facility management system. Other responsibilities include staffing the Core Facility Faculty Advisory Board, updating content for core facility webpages and preparing annual reports for senior leadership. The position will ensure exceptional service to the research community in a timely, economical, and efficient manner.

Minimum Education
Bachelor's Degree (Required)
Minimum Work Experience
5 years academic healthcare management/ healthcare finance administration with increasing responsibilities (Required)
2 years managing operating budgets (Required)

Research and/or research administration experience in an academic biomedical research organization.

Functional Accountabilities
Program Administration and Implementation
Oversees administrative and financial operations of the scientific research cores. Develops and maintains for each core: detailed business plan, annual operating budget, annual pricing review, and capital budgets.
Serves as subject matter expert for the core management system implementation and ongoing maintenance and training.
Maintains core management information system. Ensures that all cores utilize system to track and bill activities. Facilitates the set-up of new cores as needed.
Ensures all cores meet regularly with faculty advisory boards to evaluate their scientific impact.
Assists the directors with reporting annually on the activities of the core, including use, publications and grants, finances, and future needs.
Supports the faculty advisory board with sharing key financial performance indicators and pricing comparisons and prepare follow up documentation.
Assists in the operations management of equipment.
Assists with accurate estimation of staffing, operating expenses and service volumes.
Ensures ongoing updates of the core facility web pages.
Budget and Financial Analysis
Produces annual report(s) for the research cores.
Provides monthly financial reporting to stakeholders.
Coordinates monthly billing and collection activity.
Prepares annual review of expenses, income and adjustments of budgets and rates for the Vice Presidents to review with Children's National Research Institute Leadership.
Ensures that all expenses and revenues are reviewed and deemed appropriate.
Provides scientific core directors with monthly statements of core facility account activity.
Monitors core facility surplus and deficits to assist with developing a strategy for elimination of surplus or deficits.
